Characteristics Of Resource-based Regional Capital Accumulation Problem And Countermeasures

Development of resource-based regions thanks to large-scale exploitation of resources and expansion of resource industries, in the short term make resource-based region accumulate a lot of resource wealth and get rapid economic development. A lot of experience in fact, however, with the continuous exploitation of resources utilization, the advantaged resource advantage has not promoting sustained and healthy development of the local economy. By contrast, resource advantage is restrictive factors in the economic development, this is known as the paradox of resources and economic growth. For this reason, let us re-examine resource-based regional economic development model.Based on the close relations between regional economic development and capital accumulation,in this paper, starting from the resource-based regional capital accumulation to explore the economic development of resource-based regions. In contrast with the non-resource-based regions, we found that the most prominent feature of resource-based region is that resources are exhaustible and non-renewable,which resulted in the accumulation of capital of resource-based region will not only limited to the life cycle of mineral resources, but also must consider the intergenerational configuration of resources, to solve the two problems directly related to the sustainable development of resource-based regional economies. On this basis, this paper further analyses the resource-based regional capital accumulation model, to investigate the causes of resource-based regional economic development is unsustainable. And to demonstrate its adverse effects on the economy,this paper expounds in detail the problems caused by the accumulation mode.For the solution of these problems, this paper is mainly based on foreign related theory as the basis of analysis. The Hartwick rule through the emphasis on the importance of resources income on resource-based regional economic growth, in essence is pointed out that the deep-seated reasons for unsustainability of capital accumulation is due to improper use of resource revenue. From the international point of view, some resource-rich countries and regions,such as Norway, Russia and Alaska is also precisely because of the rational use of resource income, not only did not encounter the resource curse, but realize the sustainable development of the economy. Therefore, in this paper, on the basis of these theories and experience, to solve the problem of resource-based regional economic development in our country, discusses the establishment of a resource income fund management system, through the use of reasonable arrangement of resources income direction, in the process of solving the problem of resource-based economy, gradually form a benign mode of accumulation of capital, so as to promote the sustainable development of resource-based regions.
