Study On Rural Multidimensional Poverty In Resource-based Regions Of Shanxi Province

Poverty problem has always been the world's major concerns of the people's livelihood issues,and it is also the Chinese major issues which must be resolved in the new normal context.Implementing the rural areas out of poverty under the current standards is one of the important goals of our country to build a well-off society in an all-round way.But resource-based regional economic development is often accompanied by "resource curse",and it is easy to breed a lot of social problems such as poverty.The rural poor in these areas is large and the poverty is deep and needs to be paid more attention.Therefore,this paper takes 15 resource-based poverty-stricken counties in Shanxi Province as the research carrier,and uses the multidimensional poverty measurement method developed by Alkire and Foster to study the multi-dimensional poverty in rural areas based on household survey data.Firstly,this paper systematically analyzes the concept of poverty,the method of multidimensional poverty measurement and its research objects,and finds that multidimensional poverty has become the focus of poverty research at present.Secondly,this paper analyzes the present situation of rural poverty in 15 resource-type poverty-stricken counties in Shanxi Province.According to the present situation of rural poverty,the theory of multidimensional poverty and its index measurement method,the multidimensional poverty index system including 13 indicators of living standard,education,health,environmental externality and income dimension was constructed,and calculates the resource –rural poverty situation.The measured results show that there are multidimensional poverty in the case of the weight of each index,among which the contribution of environmental externality to the multidimensional poverty index is greatest due to coal mining.Followed by education,living fuel and sanitation.In terms of the region,pianguan multidimensional poverty is most serious in the countryside.Finally,according to the present situation of rural poverty in rural areas of Shanxi Province and the results of rural multi-dimensional poverty measurement,this paper argues that the anti-poverty policy in Shanxi Province should shift from a single income perspective to multidimensional perspective,paying more attention to rural multi-dimensional poverty in resource-based areas.In the improvement of rural living environment at the same time,the Government should fully do the resettlement work in coal mining subsidence area.Through the collection of environmental taxes,it can enhance the social responsibility of coal enterprises and the environmental protection awareness,governance the local ecological environment and improve rural production conditions.while Poverty alleviation policy to rural education,medical and other infrastructure and social security and other aspects of the transfer,do a good job of local poverty alleviation work to improve the rural residents living,production,development conditions and income levels,and effectively implement the precision of poverty alleviation in Shanxi Province.
