Research On The Coordinated Development Of Industrial Transformation Of Human Capital And Resource-based Regions

With rich natural resources endowment,the resource-based regions focus the resources industry as their leading industry.As resources exhausting,the development is hard to continue.With low support system in resource-based regions and the new situation in China,to transfer the old development model is a must.Human capital is the nucleus in this progress.Based on the background,we studied the coordinated development of human capital and industrial transformation of the resource-based regions from both theoretical and empirical perspective.First of all,we researched the mutual machine between human capital and industrial transformation on the basis of previous studies.Second,taking Shanxi as an example,we made a descriptive analysis of the current situation of industrial transformation and human capital.Finally,we build the evaluation system of industry transformation and human capital,using the analytic hierarchy process(AHP)to measure the comprehensive evaluation index of industry transformation and human capital,then research the situation of coordinated development,we find that human capital and industry transformation in Shanxi is basically coordinate,but still have more area to improvement.The main conclusions are:(1)The situation of industrial transformation in Shanxi has improved,followed the energy market,showing three obvious stages(2000-2003,2004-2009,2010-2015),however,energy and related industry is still the dominant industry in Shanxi.Human capital in Shanxi is growing steady,there is still exists some difference among three human capital;general human capital is stock,skilled human capital and innovation human capital are short;Human capital are mainly concentrated in traditional industries,lack in emerging industries.(2)General human capital is more sensitive to industry transformation,the second is the skilled human capital,the last is innovation human capital.(3)At present,human capital and industry transformation are basically coordinate;the coordination of skilled human capital and industrial transformation is best,followed by the general human capital,the innovation human capital is the last,the general human capital and skilled human capital was basically in coordinated development path,path of the innovation human capital is bad.(4)After 2013,the coordination has a downward trend of the general human capital and innovation human capital,and the coordination of the skilled human capital is growing better.On the above conclusions,we put forward some policy Suggestions: Increase human capital investment;Improve human capital structure;Optimize human capital distribution.Novelty of this paper mainly includes the following three points: first,we study human capital based on investment,and divided human capital into general human capital,skilled human capital and innovation human capital according to their ability.Second,build the evaluation index system including industrial structure,transformation performance,technology innovation.Third,study the coordination among the general human capital,skills human capital,innovation human capital with industrial transformation.
