Innovation Research On The Management System Of Wutai Mount Scenic Area

Wutai Mount is a large scale and high taste of Tourist attraction, which has abundant tourism resources. It is one of the first batches of the four famous Buddhism Mountains in China. Additionally, it is awarded the first batch of the national forest park, the national 5A level scenic spots and the fourth batch of national geological park. What’s more, it was added on the "World Heritage" list in 2009. Although Wutai Mount Scenic Area made great improves after applying for World Cultural Heritage, it still lags far behind other World Heritage scenic spots. There with the author chooses Wutai Mountain Scenic Area as the research object, using the case analysis, in order to find out many problems existing in the management system of Wutai Mountain Scenic Area, such as overstaffed, inefficiency, fragmentation, ambiguity of power and duties, profit-share and financial difficulty. If Wutai Mount Scenic Area can make itself develop rapidly, healthily and harmoniously. It has to adapt to the changes of economic system and make valid measures to solve the problems.This paper is divided into five parts. Chapter One introduces the background, purpose and significance of the study. Chapter Two analyzes the concept of scenic area and management system, establishes the scope of this study. In this chapter, the author reviews the literature and makes the survey and interviews in depth in Wutai Mountain Scenic Area. This paper, basing on the stakeholder theory, researches the problems of management system of Wutai Mountain Scenic Area to achieve the goal of public management. Chapter Three analyzes the situation of development and historical evolution of the management system, especially the problems. Chapter Four aims at finding the methods to solve the problems. Chapter Five is the conclusion.In consideration of Wutai Mountain Scenic Area as the heritage tourism destination, it is necessary to establish a unified and high-level management institution such as "Management Committee". This institution should solve the problems from an overall point of view. Meanwhile, it is requisite to set up a guarantee system in scenic spot. Finally, this paper is aimed at realizing the leap-forward development of the Wutai Mountain Scenic Area by establishing tourism group which can enliven the operational mechanism.
