Housing problem is not only the economy, or the people’s livelihood, and the political problem. In recent years, under the conditions of market economy, because of the developers profit, housing consumption of speculative phenomenon, housing demand and the promoting of the government,housing prices have exceeded immensely the residents purchasing power and the residents of the housing problem has become the important issue of people’s livelihood concerns. The emergence of affordable housing policy provides an important policy basis for our current housing problems, such as difficult housing and expensive housing. Affordable housing policy is an important policy for China to implement the housing safeguard and solve the housing problems of low-income families in the important policy. Also, it is an important method to strengthen the weak group housing safeguard, achieve social justice and narrow the gap between rich and poor important guarantee. Since the affordable housing supply system has established, security room has eased the residential difficult housing, has greatly improved the livelihood of the people, and has ensured the social equity and justice. But, the government’s housing policy shift and affordable housing system construction lags behind had make the low-income housing difficult problem serious increasingly in recent years. At the same time, this paper analysis the objective discipline, the basic principle and the realization way from theoretical and practical, and introduced the related theory of the responsibility of the government to study the housing safeguard system At last, the paper put forward the practical views and suggestions,which can reflect our country the truth.That is to improve the construction of affordable housing construction from the government’s management idea, housing safeguard management mechanism and housing system.
