The author points out the essential reasons to the problems of these stages of housing indemnification: the essential reason to"unitary marketization"is the lack of correct cognition of whether government should shoulder the responsibility or not; the essential reasons to"market leads, government assists"is the unclear recognition of what responsibility government should shoulder;"government leads, market assists", as the third stage, the key of guaranteeing the effects of housing indemnification of new stage is to make clear how the government shoulders the responsibility. At last, after the result of attributive analysis points to the"government responsibility", the author introduces the theory of"responsible government"and uses the analytic framework which has already existed in the theory to supply the reference to the construction of governmental responsible system of housing indemnification.
