Procurement Management is the protection to create benefits and improve efficiency for the enterprise, which is as well the key to improve enterprise competitiveness. In the operation of the project type enterprises, influenced by temporary and unique characteristics of project, project procurement management requirements more stringent on cost, delivery, etc. Pipeline engineering projects of Sinopec Tenth Construction Co., LTD.. faces so many difficulties, such as complex technology, numerous suppliers, tense production cycle, high-difficulty of cost and risk control. All these has brought huge challenge to the pipeline engineering projects. How to improve the Procurement Management has become the key to the survival and development of the projects.Under the background of urgent need of improving procurement management, this paper summarizes relevant theories of procurement management and project management. Considering the particularity of the pipeline engineering projects, this paper firstly introduces the concerned concepts of pipeline engineering projects. Then it summarizes the related theories of project management, which lays the foundation for the analysis of procurement management among many subprojects in the pipeline engineering projects. Also, it provides a reference for project procurement management.Based on the conclusion of pipeline engineering projects characteristics, the requirements for procurement management and the state of procurement management status, the paper analyze the problems in the procurement management. It focuses on the problems of the procurement efficiency, procurement cycles, capital utilization rate, information management, management personnel quality, purchasing cost management, supplier management, etc.In the view of the problems in procurement management, this paper proposes the concrete improvement measures. Such as formulate a purchasing organization structure, combined the purchasing teams with purchasing departments, establish purchasing management information system, improve the purchasing plans, improve the ability of international communication of procurement staff, improve the supplier management, reduce the purchase cost in variety of ways, etc.This paper can provide theoretical guidance for pipeline engineering project procurement management for Sinopec Tenth Construction Co., LTD. At the same time, it can bring reference to the purchasing management activities in related industries.
