Great achievements have been made on China's long-distance oil and gaspipeline construction in the past three decades. Project management has gone throughgreat changes, from the original battle pattern to the current EPC pattern. The level ofproject management has been greatly improved, resulting in a lot of competitivespecialized pipeline engineering company and an elite team of management staff.However, it still has a long way to go compared with advanced project managementsystem in the world. It is a significant topic with both theoretical and practical valueto conduct research on the project organization and management strategy of China'slong-distance pipeline construction under the new situation for the pipelinecontractors.This paper illustrates the definitions and characteristics of project management aswell ast the functions of PMC (Project Management Contract). It introduces theevolvement of domestic and foreign PMC with a particular focus on the features ofcertain management systems such as parallel contract, engineering or constructionsubcontract, and project contracting as well as their structural charts. It also introducesthe concepts, backgrounds, types and features of CM (Construction Management),EPC (Engineering, Procurement and Construction), Partnering pattern that are nowvery popular abroad as well as their contract coordination management charts andapplications. It sums up the three major phases of the development of pipeline projectmanagement: Battle, Parallel Contract and EPC and draws the conclusion that EPC isthe optimal pattern for pipeline projects. It elaborates on the current situation ofChina's pipeline projects and analyzes the pros and cons of domestic parallel contractcompared with EPC as well as the gap that needs to be bridged to adapt to EPCpattern. It provides case study for EPC pipeline project organization and managementof CNPC and sums up the quintessence of PMC in addition to suggestions to improveEPC project management.Hopefully this paper could be of some help to China's long distance pipeline project management, related government departments, project owners as well as thoseengaged in the research on China's pipeline project management.
