At present, there are some problems in the project material procurement management mode of our country’s petroleum enterprises and the development speed and the scale of operation, there are some problems and problems, which have become the bottleneck of the development of enterprises. As an important part of enterprise management activities, project material procurement management is directly related to the core competitiveness of enterprises. Project material procurement cost management is the core of material procurement management, the investment amount of the project in the oil industry is huge, and it has a high proportion in the cost of material purchase. Therefore, it has important theoretical and practical significance to optimize the project material procurement management. Based on the research and analysis of the present situation of Xingang branch line project, the paper finds out the existing problems and the factors that affect the project procurement management, and discusses how to control the cost and improve the management mode of project procurement, and to improve the economic benefit of the project. This paper describes the concept, characteristics, mode and other aspects of the project procurement and management. The paper provides theoretical basis for further research. Among them, the external factors of the suppliers are the main factors, and then through the use of analytical hierarchy process(AHP) method, TOPSIS(Topsis) supplier factor method of project procurement analysis, for supplier selection and project procurement decision-making basis; finally, according to the influencing factors of Xingang branch oil pipeline project procurement of materials and the existing problems, put forward the overall optimization scheme and specific approach to project procurement management, such as standardizing the bidding and contract risk control management, improve procurement efficiency to reduce procurement costs, strengthen supplier management, establish a scientific and reasonable performance evaluation mechanism, improve the level of informationization project procurement management.
