The rise of coal industry for the UK economy plays a huge role in promoting. Such as the south Wales, Scotland, Northumberland depend on the rich coal esource develop the coal industry as the forerunner to promote local economy. Northumberland exports a large number of coals to accumulate funds for other industry‘s development. South Wales based on the abundant coal resources, set up a modern industrial system, become the important industrial center in England. Cheshire and Lancashire, the poor coal district, were bought coal at a low price to develop local industry, and cut a striking base on the technological advantages in the industrial revolution. The Coal provides the continuous energy power for the UK economy development through steam turn heat energy into kinetic energy. The British coal industry’s development also brought a series of social problems. The Coal industry, from the acquisition of agricultural transit to the mining industry, is the spontaneous process of economic development, but it is lack of effective supervision and guidance of government in the transition. In the middle of the 19 th century, the social problems caused by coal industry reached its peak, the frequent mine accidents, the increasing numbers of miner’s death, the government face a serious crisis of confidence. The British government’s management to the coal industry has experienced stuff system institutional innovation equilibrium system stuff system. The British government introduced laws to supervise the coal industry since 1800. The 1800 act basically settled the problem of the ownership of the coal industry, stabled the foundation of the coal industry’s development. The 1842 act reduce the mine accidents through adjusting the working environment of the mine. The 1860 act tried to protect mine workers and stipulate the owner’s responsibilities, its ease the social contradictions. The 1872 act manages mine managers and miners with standardize management, make the coal mine workers further professionalization and specialization. The British government’s bill have lagging and repeatedly problems, but the coal industry regulation bill was basically completed after 100 years development, the British government ensured the coal industry sustainable development in the form of legal to ease the social contradictions. The British miners play an important role in the development of coal industry. In the early 19 th century, the coal industry’s extensive development, the capitalists regardless of the production safety in order to profit, and the government’s confusion management of the coal industry, there are a numbers of miners died in workplace. Workers in coal industry are basically on the worker’s offspring, there are few other workers are willing to be a miner. In the middle of the 19 th century, the government refined the management of the coal industry continuously, and the coal’s market demand has always been strong, the capitalists improve the treatment of coal miner in order to attract more workers, more and more workers go into the coal industry. The advances in technology have also become the important reason for the coal industry development.
