Study On The Transformation Of Economic Growth Mode In Jinan

Based on theoretical analysis and positive tests, the paper aims to reveal the current situation of the extensive model of Jinan’s economic development, and analyze the key factors that restrict the transformation of model of Jinan’s economic development from the perspective of economic "new normal". With fixed asset investment, innovation industry inputs and labor regarded as endogenous variable, the paper explains economic progress in different period, and presents the transmission of economic growth by these factors. Through the survey, the paper puts forward the economic structural adjustment and sets up the micro-policy targets for regulation and control in the new normal period, and justifies the strategy formulation of regional development and microeconomic policy.The paper, on introduction to past literature on economic growth, reviews Jinan’s economic progress in different period, especially the current situation in the "new normal" period, and analyze the causes of Jinan’s economic slowdown. As regards researching methods, based on extension of Cobb-Douglas production function, the paper introduces variables like innovation industry inputs etc., thereby obtains an analysis model of the economic growth in the "new normal" period to analyze the contribution rate in Jinan’s economic growth. The paper adopts the time-series data from 1987 to 2013, builds VAR model and error correction model on a basis of co-integration theory, and studies the long-term balanced relationship and causation between variables. From the positive analysis above, the paper puts forward suggestions to orientate the macro-policies toward adjustment to economic structure and promoting employment, to shift emphasis from regulating demand to regulating supply management, to further enlarge connotative benefit investment, to increase effective demand, to balance regional development, and to improve the professional standard of the fundamental public service.The paper is constituted of five chapters:the first chapter states the research objective, ideas and method; the second chapter is literature review concerning the past research works and connotation of the economic "new normal"; the third chapter makes a comprehensive survey of the major progress and characteristics of the growth model; the fourth chapter makes the positive test on the conclusion of the previous chapter, suggesting that the model of Jinan’s economic growth is mainly extensive growth model on the basis of the contribution to economic development by key production factors, and innovation industry contributes quite little, which indicates that transformation in economic growth model allows no delay; the last chapter is conclusion and policy proposals.
