Research On Fiscal Tools Of Promoting Self

As a major developed province of education,Jiangsu has make a big achievement in self-dependent innovation.The research input all society broke through 100 billion at the end of 2012,which increased by 22.4% and accounted for 2.2% of gross value of production in Jiangsu.It also basically reached input level of innovative country.The patent application quantity was 1.185 million pieces and the number of granted ones had reached 200000 in 2012.The number of granted patent of 10 billion was 416 and the contribution rate of science and technology was 55.2%.The regional capability was located in the first three years in a row. As the main body of small and medium enterprises in innovation,the small and medium enterprises(SMEs) of science and technology played an important role in development of independent innovation ability.Although support for SMEs of science and technology in jiangsu province is in increasing, what the effect of support and whether the policy support system structure reasonable remain to be further investigation.This dessertion defines several related concepts like SMEs of science and technology and fiscal policy tools through collecting domestic and foreign relevant research literature.Based on the theory of supporting the SMEs of science and technology, the paper also explans pratical significance of supporting SMEs of science and technology.It is necessary to divide the stage of independent inovation though many scholars have different opinions.In the second part,we will divided the stage into three parts which are decision,experient and generalize.In the third part,we will discrib and evaluat the development of SMEs of science and technology.In this paper,we will use private scientific and technological enterprises and high-tech enterprises as a statistical approximation to describe the development of small and m edium enterprise in jiangsu province.We also discover that the development of SMEs of science and technology is in good condition and the independent innovation supporting policy implemented smoothly.The SMEs of science and technology has better cooperation with universities and research institutions. Also the coverage of the special fund of technology innovation is wider than before.But there are some trouble like the input of R&D is low, the original innovation ability is insufficient and production-study-research cooperation is not enough that the SMEs of science and technology should deal with.This also gives a train of thoughts in improving the policy.The fourth part evaluates the effectiveness of fiscal and taxation policies in supporting SMEs of science and technology.In this part we discover that government spending, tax burden level, financial credit, enterprise R&D investment and R&D personnel have a long-term effects on independent innovation by analysing panal data model.However,in short time,the effect of government funding is better than enterprise R&D investment.Tax incentives for businesses can really played well in promoting self-inovation. The credit funds from the financial institutions obtained by enterprises don’t perfectly promote independent innovation, caused by enterprise and finacial institution.The next part we take example of the United States, Germany and Japan which have good experience in supporting the SMEs of science and technology.At last,the paper gives our suggestions.
