The 18th CPC National Congress proposed that "cultivating new business entities, developing various forms of the scale of production,building intensive, professional, organizational, social combination of new agricultural management system" ,the central document in 2013 said that "encouraging and supporting contracted land transfer to professional farmers, family farms and farmers’ cooperatives, developing the various forms of appropriate scale" , the family farm in the promotion and support of the superstructure has been more rapid development.At the policy level, the transformation of agricultural production, development of family farms has been received a great importance the from the Party and the government;in practice, for different situations around the local development of different forms of the family farm and has achieved effective results. In the process of establishing the family farm, the land transfer issue is the core issue. Different forms of agricultural land transfer decision establishing a family farm path selection difference. According to the family farm during the formation of the degree of government intervention as the division standard, which is divided into market-based family farms and government-leading family farm. we make a comparative study between the market-based and government-leading family farm to explore the similarities and differences, it is the purpose of this paper.Based on the field research in the provinces of leading and Henan, with 278 family farms questionnaire obtained,we make an empirical research on the family farm.Through a full range of comparison with the family farmers’ individual characteristics, farm agricultural land transfer case, farm financing, the farm income, farm business stability, the degree of policy support, the main difficulties during the development and future expectations between the market-based family farms and government-leading family farms,we obtain the following conclusions:On the family farm scale, compared with the market-based, government-leading family farms clearly reflects the larger scale of agricultural land; in terms of duration, government-leading family farms not only the length of a clear relationship with the deadline, the beyond period is 3.2 years,and duration is also clearly related to cognition, government-leading family farms have a relatively long period, and the longer time further agricultural land management requirements; in terms of the extent of the farm registration, whether is the government-leading family farm or not has a significant correlation with being registered or not, government-leading family farms have a higher registration rate; contract in terms of stability, the correlation is obvious. So, with the market-based family farms contrast, government-leading family farms in operation stability more advantages.In other respects, no significant difference between the market-based family farm and government-leading family farm.Accordingly, we make the following observations:the first,emphasize the role of government-serving during the building and development of family farm, improve the registration system, clear criteria for registration; regulate family farm management, strengthen policy support; promote agricultural insurance, establish and improve the agricultural insurance system.The second, speeding up the transfer of agricultural land, promoting land moderately concentrated.The third, to make the farmers’ income increasing as the fundamental starting point and ending point.This paper is divided into six parts.The first chapter is an introduction, including research background, significance of the topic, research ideas and methods, the overall framework and main content and possible innovations and inadequacies;The second chapter is to summarize the existing literature, both from domestic and foreign aspects of family farms and summarize the existing research literature evaluation.The third chapter presented the theoretical basis of this paper, and clearly related concepts. The fourth chapter is a market-based family farms and government-leading family farms factor analysis, the main flow of the individual circumstances of the case from farmers, agricultural land, farm financing, farm costs and benefits, farm management stability, support and future farm policy expected to compare these aspects, grasp both similarities and differences.The fifth chapter is a key part of this article, descriptive statistics, based on quantitative analysis to establish the variables. The main use of semi-logarithmic linear model and logistic model, several important indicators as explanatory variables, whether the family farm is government-leading or not as the key explanatory variables, analyze their impact is significant, but also the extent to which the impact.The sixth chapter summarizes the conclusions and Policy recommendations.
