Man is the soul of the universe. The era of knowledge economy, human resource has recognized as the first resource. At the end of 19th century, the British economist Marshall said in his book "principles of economics":of all the investment, is the most valuable human capital. In the 1960s, the American economist Theodore W. Schultz clearly pointed out:the return to human capital is higher than the material capital. With the development of global economic integration and market economic system continuously thorough, the competition between enterprises is increasingly fierce, how to introduce talents, encourage and retain the talents have become the problem that the enterprise faces, human resource management has become the important business issues, and compensation management is the most sensitive topic in enterprise management, and is also the key issues in human resource management. How to establish scientific salary management system of enterprise, to inspire the potential of employees, improve employee job performance, directly affect the enterprise development potential.State-owned enterprises under the market economy is gradually to strengthen internal management, enterprise development strategy and strengthening the internal management is put forward. Some level city water supply enterprises in Shandong, responsible for the city’s water supply and service work, is an important part of urban survival and development, belong to the monopoly nature of strong natural monopoly industries. Companies in order to enhance the enterprise internal management level and service level, strengthen internal control, proposed the human resources reform ideas on how to build a competitive and incentive salary system has taken a series of measures.This paper follows from practice to theory, then from theory to guide practice research ideas, first, through the enterprise present situation and the questionnaires in enterprise salary promotion channel is single, the incentive is poor and the position differential small, staff capacity and performance contribution can not be reflected in the salary of reasonable analysis etc.; secondly, based on the analysis of the present situation of Qing Dynasty and the existing problems of existing compensation system is proposed by using optimization of broadband salary idea, elaborates the salary design scheme of salary reform from several design objectives, principles, operation flow, system design, the wide band salary design evaluation and other aspects, in order to achieve long-term incentive, do strong support for enterprise development strategy; finally and in order to ensure better exert the function and advantages of broadband pay system, the potential obstacles to a minimum, taken a number of supporting reform measures, including strengthening the training, improve the performance appraisal and so on, in the protection of employees of state and the stable development of enterprises situation, create the fine environment for the application of broadband salary, gradually into the the wide band salary management track.
