Global warming has been posing a serious threat to earth ecosystem and human life, which becomes, consequently, an issue for both government officials and ordinary people. Relevant studies have shown that emission of greenhouse gases is the main cause of global warming, while carbon dioxide (CO2) contributes a lot to the greenhouse gases. Bearing this above background in mind, Low Carbon Economy, therefore, has drawn much attention from the whole world. But how to develop Low Carbon Economy?Although developed countries have spent years on this topic, Low Carbon Economy is relatively new to our Chinese people. It is a great challenge to develop Low Carbon Economy in China with Chinese characteristics.This article starts from the perspective of research background and significance, after describing the current climatic situation and carbon emission in China, then the article presents a carbon dioxide emission factor model, and systematically analyses the influences of those factors to carbon dioxide emission through data collected between 1997 to 2006 and detailed analysis of how energy consumption, economic growth and industrial structure and other factors affect China's carbon emissions. The conclusion of the article is that, our country's rapid economic growth has played a crucial part in carbon dioxide emission, readjustment of energy consumption structure and industrial structure as well as improving energy efficiency can definitely decrease carbon emissions.The last part of the article is the suggestion part. According to the results of empirical research and the foreign experience in the development of Low Carbon Economy, suggestions on how to develop Low Carbon Economy with Chinese characteristics are provided in this part.
