Research On In The Upgrading Paths Of Shandong Economic Parks Under The Background Of China’s Economic Restructuring

At present, with the continuous development of economic globalization, the excessive utilization of resources requires higher utilization efficiency. Under the background of transferring the pattern and adjusting the structure of China’s economic development, revising the growth strategy to an intensive direction, it is critical for the economic parks to change their perspectives of development based on their specific feature. In fact upgrading of the economic parks enjoys its priority.Economic parks are certain kinds of administrative districts of a country or an area where preferential policies are practiced to promote all types of industries to achieve centralized management based on the actual level of their development. The Economic Parks bear the patterns of high-tech industrial parks, export processing parks, logistics ports and bonded areas. Economic parks have gradually guaranteed a harmonized economic development as well as our say in the world economy. The Economic Parks gather the relevant industries together in a specific area which allows industries rely on each other mutually and to exert an industrial agglomeration effect by forming the park style of economic areas. The Economic Parks are widely distributed in our country, concentrate in the middle and the eastern parts of China, especially along coastal line as a typical trend of China’s economic development. Economic parks have significantly demonstrated the concentration of high-tech industries, served as the window of China’s economic development, and shown as the important forms of economic advantage in the fierce competition. In fact, the Economic Parks have been the experimental plots for China’s modernization. The progressive upgrading of the economic parks in many countries and areas proves their increasing significance in regional development. What’s more, the global upgrading of economic parks have laid a basis for us to do research on China regional growth pattern as well as on enhancing its international economic status.The paper has collated and summarized a large number of the domestic and foreign literatures. The paper consists of three sectors. Initially based on the actual situations of Shandong Economic Parks, the deep analysis of literatures has provided a reliable theoretical foundation for understanding Shandong Economic Parks. Secondly, the paperprobes into the current development and the feature of Shandong Economic Parks to figure out the major problems existing in the development of the Parks. An empirical analysis has been conducted with the model based on the Douglas production function through Eviews software for inspection data covering correlation coefficient test, stationary test, cointegration test and Granger causality test. Finally the paper puts forward the path selections and policies applicable targeting at the development of Shandong Economic Parks.Coping with the upgrading of Shandong Economic Parks, the author analyzes the applicable policies in four aspects including the government’s system innovation, industrial upgrading, innovation-driven mechanism and effective allocation of production factors. These policies will serve as a guide to improve the core competitiveness of Shandong Economic Parks and to raise the economic strength of Shandong Province.
