Restructure Existing Industrial Parks Into Eco-industrial Parks: The Strategy And Method

The paper researches on the necessity of restructure of the existing industrial parks into eco-industrial parks, the establishment of industrial symbiosis as well as mechanism of government's functioning and evaluation standard of the performance on the eco-industrial parks, with the attempt to construct a systematic theory of eco-industrial for the government and enterprises.The paper will be divided into three parts. Firstly, search for the economic basis for the industrial ecology, with an emphasis on the economic feasibility of eco-industrial parks, which is guidance for the construction of them, suggesting the government to reconstruct the existing industrial parks into eco-industrial parks gradually, in order to transform the increase manner of the economy, and achieve sustainable development finally. Secondly, study on the establishment of industrial symbiosis and its serial dynamical mechanism, such as interest incentive, government functions, technology incentive and so on. And then investigate the scientific evaluation standard of the performance on the eco-industrial parks with the input-output analysis frame. Thirdly, provide a standardized mechanism and operation pattern for construction of the eco-industrial parks in government's view.
