Research On The Status Quo And Countermeasure Of Fu Ping Jujube Industry Alleviating Poverty

Poverty has become an eternal theme of human society, the fundamental reason of this phenomenon is that the ability to solve the basic survival of the poor subject is lack. To provide employment opportunities and to enhance the ability of themselves’ development for the impoverished population, China’s poverty alleviation work has placed the industry poverty alleviation in an important position. As a national key poverty-stricken counties, Fu ping lies in the west of the typical poverty belt " Yanshan- Taihang Mountain" area, and has been much poverty over the years, caused by natural factors and social factors. In 2011 annual per capita net income of Fu ping farmers is only 900 yuan, so it is very representative. It is rich in jujube resources, which are the resource endowments in industrial development of poverty alleviation. It is favorable to make Fuping take off deficient to become rich and to set an example for the "Yanshan- Taihang Mountain" area and for the whole country’s industry poverty alleviation to develop Fu ping jujube industry for poverty alleviation, so as to promoting the realization of common prosperity and the National well-off standard.This paper studies problems by using the entropy weight method, the Dawes matrix analysis method, the qualitative analysis method and other methods, and by taking the resource endowment theory, advantage theory and scale economy theory as the guide, and taking the data from Fu ping research and the inspection of He bei Province, Baoding City, Fu ping County and other related statistical yearbook as the basis. It mainly studies three problems: Firstly, it evaluates the Pro poor poverty and the poverty reduction benefits of walnut, jujube, sheep, chicken and turtle breeding which are the five internal major characteristic industries of Fu ping, and comprehensively analyzes the development condition of the poverty alleviation industry; Secondly, it analyzes the favorable and unfavorable conditions of poverty alleviation of Fu ping County jujube industry development from the angle of research on the advantages and disadvantages of internal and external threats and opportunities; Thirdly, it analyzes the existing problems in poverty alleviation of the jujube industry which is based on the analysis of the poverty situation of Fuping jujube industry, and the causes of the problems, and puts forward some countermeasures and suggestions for the causes.The conclusions: Firstly, it has certain comparative advantages to develop jujube industry for Fu ping County poverty alleviation, and jujube industry is the first choice industry for poverty alleviation, which is more suitable for promotion to achieve the benefits’ expansion. Secondly, the favorable conditions of the development for poverty alleviation of Fu ping jujube industry include international market prospects; and that the government attaches great importance to poverty alleviation brings the amount of capital investment increasing and the investment channels significantly increasing; and that its advantageous location in Beijing and Tianjin and its resource endowment advantages are conducive to the poverty alleviation and development. The unfavorable conditions includes that the implementation of market access system of agricultural products has raised the threshold of entering the market of Fu ping jujube industry; and compared with other regions, and that Fu ping jujube is lack of market competitive advantage; and that its industrialization level and processing and conversion rate are low, and that the quality of the labor force is generally not high, all of which restrict the pace of poverty alleviation industry. Thirdly, Fu ping jujube industry in poverty alleviation has some problems, such as the weak ability of creating income, and out of joint industrial development and poverty alleviation, and the low application efficiency of the poverty alleviation funds and so on. As a result,this paper puts forward related countermeasure proposal, which mainly include follows: establishing cooperative organizations, and expanding the marketing network and developing deep processing of products to increase product added value; promoting effective docking of the jujube industry development and poverty alleviation; improving the poverty reduction work mechanism, as well as improving the capital using efficiency.From the research perspective, this paper firstly combines Fuping County of Hebei Province with jujube characteristics industry and the poverty alleviation, and analysis specific poverty alleviation problems of characteristic industry of the specific county perspective; from research methods, it is the first time to apply entropy weight method which is an objective method to the benefit evaluation of the industrial poverty alleviation, and demonstrate the advantages for the development of Fuping jujube industry.
