Research On The Effects Of Fiscal Funds On Social Benefit Of Hebei Agricultural Industrialization Project

Financial support for agriculture industrialization is an important measure to promote the development of agriculture in our country. In recent years, our country all levels of the agricultural industrial management in this fiscal spending are rising. As a big agricultural province, Hebei province, the financial fund for agriculture industrialization project is spending more and more, but whether the measure has produce the desired effect? People tend to focus on its economic benefits, and ignore the analysis of the impact of social benefit, which is difficult to a comprehensive understanding of financial support to agriculture industrialization project performance, affect financial money. Therefore,the research of social benefit brougt by the financial support of agricultural industrialization project in Hebei province will have important significance.This paper uses literature research, statistical analysis, empirical analysis and combination with qualitative analysis and quantitative analysis and other research methods, from the current situation of the development of agricultural industrialization project in Hebei province, the situation of financial capital of Hebei province in agricultural industrialization project and the benefit of the industrialization project as the breakthrough point, carefully selected from industrialization worth of net income, the output value of agricultural production(processing) base sales and the number of rural workers three representative and feasibility of indicators as a standard measure of fiscal Funds on agriculture industrialization project empirically studies the influence of social benefit, from China’s agricultural comprehensive development office and rural yearbook macro data collected for the fiscal funds for agricultural industrialization project to analyze the influence of the social benefit and econometric research, verified the fiscal Funds on agriculture industrialization project exactly how the influence of social benefit, and on the basis of the analysis conclusion has reference significance to innovation suggestions are presented.Innovation of this paper lies in: in this paper, after carefully selecting three representative indicators of social benefits, we carried on the empirical research on the influence of social benefit of fiscal Funds on agriculture industrialization project in Hebei province.It is concluded that the three representative indexes representing social benefit and financial capital inputs are appropriate, therefore putting forward feasible suggestions and countermeasures to improve the efficiency of using public funds.
