Study On The Promoting Function Of Hebei Province Agricultural Industrialization To Its Urbanization And Developing Countermeasures

With the further development of China’s Reform&Opening-up and theurban-rural economy. The overall level of urbanization in Hebei province hasimproved a certain degree. The urbanization rate has increased from thirty-seven pointseven percent in2005to forty-four point five percent in2010, it has increased sixpoint eight percent in five years, and the average annual growth is one point fourpercent. Especially， the urban construction in Hebei province gain a majorbreakthrough as the policy of “Three Years Occur A Big Change” which carried out in2007. However, with the promotion of speed, a series of problems about urbanizationquality appear in Hebei province. The speed of industrialization drops behindurbanization, that makes the development of urbanization lacked of fundamentallasting power. The problem of mall town construction is more prominent.The12th Five-Year Plan in Hebei Province Urbanization Development putsforward that Hebei province will carry out the strategy of urban and rural overalldevelopment and rural modernization in the process of industrialization&urbanization. Hebei province proposes the strategy of industrialization development ina certain region. The developing of modern agriculture promotes the agriculturalproduction concentrating to the advantage regional furtherly. So in the future, Hebeiprovince should put the initial foothold in rural areas when studying the strategy ofpromoting urbanization quality, and focus on the development of rural urbanizationlevel and quality. Thus, the development of urbanization in Hebei province can gain abreakthrough from the inside country. It can accelerate the process of urban-ruralintegration, also can promote the urbanization of Hebei province developing soundand rapidly. Agricultural industrialization as the industry content and urbanization asthe space vectors, they are the significant strategy in the rural economic and socialdevelopment. Agricultural industrialization should do something in promoting thedevelopment of urbanization. Based on this, this thesis study on the promoting role ofHebei agricultural industrialization to its urbanization and developing countermeasure.This thesis mainly includes the following five parts. The first part is introduction for research. we combine the guidelines and policiesof our country in urbanization&agricultural industrialization and the problem ofurbanization in Hebei province. The part has analyzed the necessity of implementingagricultural industrialization in Hebei province to promote the urbanizationdeveloping, introduced the significance of theory and the practice, carried on therelated literature research, and pointed out the paper’ key points and difficulties.Finally, this part has introduced the idea and method of research in this paper, drawdthe research technical route, and pointed out three innovative points.The second part is the introduction to the foundational theory. This part hasdefined the connotation of the urbanization and agricultural industrialization, combedrelated theory from the view of marxist classical theory&western economists’ theory.Through delving into the theoretical connotation, this part has summed up theconstituent elements and characteristics of the economic power which can promotethe level of urbanization. Thus it has done theory foreshadowing for combining withthe agricultural industrialization in the following.The third part has analyzed the function of agricultural industrializationpromoting urbanization in detail. For instance，agricultural industrialization canpromote the development of agriculture, and ensure the material supplies forurbanization. Through optimizing rural industrial structure, agriculturalindustrialization provides industry support for urbanization. Agriculturalindustrialization accelerates the transfer of rural surplus labor, improves the degree offarmer non-agriculture. By developing leading enterprises and professional wholesalemarket, agricultural industrialization raises the level of agricultural industrialization,provides the basical power for urbanization. Agricultural industrialization improvesthe farmers’ income, provides a broad consumer market for the urbanizationdevelopment. Agricultural industrialization also leads farmers concept update,promotes the development of recessive urbanization.The fourth part is the main problems which exist in the current situation ofagricultural industrialization and promoting the development of urbanization in Hebeiprovince. This part summarizes the overall situation of agricultural industrialization development in Hebei province from four aspects, as the development trend ofindustrial cluster, leading enterprises, the function of driving the farmer andincreasing farmers’ income, and the achievements of project construction. Meanwhile,points out four shortages that the agricultural industrialization promotes thedevelopment of urbanization in Hebei province. The First, the modernization of thewholesale market for agricultural products is backward, the driving force forurbanization is weak. The second, leading enterprise development level is not high,that restricts the development of rural industrialization and makes the fundamentaldriving force for the development of the urbanization is insufficient. Thirdly, farmers’comprehensive quality is low, they can’t reach the demands of the development ofagricultural industrialization, this circumstance makes the premise condition of therecessive urbanization penurious. Fourthly, the rural industrial structure isunreasonable, the driving force of rural industrial structure to the urbanizationdevelopment is lacking.The fifth part puts forward four specific measures that promote the developmentof the urbanization development by agriculture industrialization for Hebei province.Such as, construct the modernization of the wholesale market for agricultural products,and enhance the driving force for urbanization. Secondly, raise the level of leadingenterprises development, promote the agricultural industrialization process. Thirdly,strengthen the training of farmers training work, improve the comprehensive qualityof peasants, and create premise condition for the development of urbanization. Thefourth, optimize the rural industrial structure, and improve industrial driving force offor urbanization.
