In such a large agricultural country as China, agricultural industrialization projects, the primary point of agricultural economy, have developed rapidly in the process of modernization and industrialization. Compared with other projects, agricultural projects have their typical feature, social benefits, as for which however there is no scientific evaluating system. The current evaluation system only uses terms like"significant impact"or"social price", which results in a lack of theory and method in evaluating the social benefits of agricultural projects. Therefore, it is necessary to systematically summarize the theories and methods and to improve the evaluation system, thereby providing the basis for scientific decision-making.Under the guide of welfare economic theory and social evaluation methods, this thesis chooses agricultural industrialization projects as object. Based on a systematic review of relevant researches home and abroad, the researcher studied the achievements and methods in the evaluation of agricultural projects. Furthermore, systematically discussed the social benefits of agricultural industrialization, the evaluation focus and theoretical foundation, the features of agricultural industrialization projects have been taken into account in deciding on the most suitable evaluation system. In view of public, employing system analysis, frequency analysis and principal component analysis (PCA), the researcher has concluded that there are six kinds of social benefits: welfare growth, equitable distribution, technology spillover, employment contribution, industry structure and ecological benefits and has found specific indicators for them, which not only inherits but also improves the evaluation system of agricultural industrialization projects. Besides, on the basis of investment decision-making theory and fuzzy mathematics, the thesis has developed Fuzzy Matter-element Model Based on Coefficients of Entropy for evaluating the social benefits of such projects, which has been proved through the data analysis of ten typical projects of five classes. In the end, for the evaluation results, suggestions have been given about how to assess the social benefits of agricultural industrialization projects scientifically. Thesis is divided into five chapters, as follows:Chapter One, Introduction. This chapter presents the background, purpose and significance of the study. Besides, a comprehensive overview of relevant researches home and abroad has been made. The basic structure, technical process and evaluation methods of the research would also be introduced.Chapter Two, Theoretical Background of the Evaluation of the Social Benefits of Agricultural Industrialization Projects. This chapter should systematically analyze the content, features, classification and social effects of agricultural industrialization projects. Relevant concepts in evaluation have also been introduced with its variety, features and necessity. Four basic evaluation theories would be discussed as the theoretical basis of the research.Chapter Three, The Choice of Methods in Evaluating the Social Benefits of Agricultural Industrialization Projects. This chapter first classifies the existing evaluation methods, and then studies the features and application of pre and post comparison, logical framework, expert evaluation and comprehensive evaluation. Taking the features of evaluating social benefits of agricultural industrialization projects and experts'opinions into account, the researcher introduces the Fuzzy Matter-element Model Based on Coefficients of Entropy into the evaluation, develops the fuzzy element matrix applicable in all projects, standardizes the process and improves the determination formula of entropy weight coefficient.Chapter Four, Fuzzy Evaluation of the Social Benefits of Agricultural Industrialization Projects. Being scientific and systematic when collecting data, the researcher combines the features of such projects and selects 12 typical indicators from 28. Ten representative agricultural projects of five classes have been analyzed by fuzzy matter-element model based on coefficients of entropy.Chapter Five, Proposals for Evaluating the Social Benefits of Agricultural Industrialization Projects. This chapter further analyzes the finding of this research and makes five proposals: Government should include social benefits evaluation of agricultural projects in decision-making; Government should increase the weight of social objectives; Government should clarify the indicator system in evaluating social benefits; Government should establish the best way of evaluating social benefits; Government should implement the training program of evaluation. In addition, the researcher has discussed inadequacies of the thesis and further research directions.
