Research On The Circulation Of The Right To Contract For Management Of Rural Land In Bei’an City

Our country is a large agricultural country, the land problem is vital issues of our country agriculture,while cultivated land contracting right of management circulation is the core problem of the land. With the rapid development of China’s urbanization, a large number of rural labor transfer to non agriculture industry, on the one hand, it caused the shortage of rural labor force,there are no people farming land, on the other hand, the farming experts cannot scale cultivation. The 18 th CPC National Congress Report had put forward the issue to deepen the reform of rural land system for the first time which had promoted the development of the circulation of rural land’s right to contract for management. The rural land’s right to contract for management has become a hot issue since then. This paper regards Bei’an City which has been set as the pilot area of rural land’s right to contract for management as the main research area. Through of the research of the right to contract for management of Bei’an City, we want to analyze the problems existing in the circulation process of right to contract for management of Bei’an and put forward some reasonable countermeasures and suggestions which are aiming to improve the land use efficiency in the land circulation process. The all-round circulation of Bei’an is beneficial to the development of agricultural industrialization, improve the overall value of rural areas and improve the overall living standard of the farmers in Bei’an. Thus, the research of Bei’an mentioned above is the key to promote the development of rural areas and increase the income of the farmers of Bei’an. At the same time, the targeted research can exert reference significance for other cities and counties in Hei He City.This paper concludes relevant materials and situations that can be collected and met in the research and summarizes the current situation of the circulation of Bei’an. It also analyzes and makes a summary of the problems and relevant reasons during the circulation by describing the current situation. The analysis of the factors impacted on the farmers’ willing of the circulation has been conducted. It can be concluded that the main influencing factors are Factors of farmers’ cognition of rural land system, the household resource endowment and other effects. Therefore, the countermeasures and suggestions can be come up with through a series of analysis above.The paper adopts the method of literature, empirical analysis and comparative analysis, and regards the land saving-use theory, land rent theory, the theory of institutional change and agricultural scale-economy theory as the basic theory of the research. The research shows that the development and effect of the circulation of Bei’an city has been boosted to a great extent in recent years. The concrete manifestation can be found in the enthusiasm of the local farmer for the circulation and the subsides that are provided by the government. All of these factors have exerted an good impact on the development of the circulation. However, there are still some problems that cannot be overlooked in the circulation. For example, some farmers’ weak awareness of the circulation, the improper use of the division’s right, the nonstandard operations of the market and the circulation, the unsound social security system of the rural areas, and the large amount of hollow villages. It is emphasized in the paper that in order to promote the circulation of Bei’an city, it must be started from the originals of problems, put forward the countermeasures including strengthening the farmers’ awareness towards the circulation, improve the circulation market system, consummate the social security system, strengthen the management of the circulation process,the government’s treatment of the rural land in Bei’an and increase the rural rich labor transter.
