Study On Determinants And Countermeasures Of The Circulation Of The Right To Land Contractual Management In Henan Province

At the beginning of2012, the Central Committee of the Party and the StateCouncil has issued statutes to solve the problems of villagers, countryside andagriculture. From the convocation of the national rural working conference to theissue of the modern agricultural development planning (2011-2015)(This is the firsttime that in the name of State Council China issued and implemented agriculturalspecialty plans, and it is the first time to work out the development planning of thenational modern agricultural), they all are signals that the Central Committee of theParty and the State Council attaches weight to work in the countryside. Especially,taking the “pushing on industrialization urbanization and modern agriculture insynchronism”as a national policy, putting forward to the tasks and demands ofquicken development of modern agriculture in “the Twelfth Five-Year Plan forNational Economic and Social Development of the People’s Republic of China”. Takethe push on modern agriculture as a matter of vital importance in the TwelfthFive-Year Plan of the National Program for Agricultural Development.On the basis of summarizing and using the research of overconfidence at bothhome and abroad, defining the core concept of the circulation of the right to landcontractual management, investigating and studying researches on the spot in Henanprovince, summarizing the statistics of the samples which includes the amounts anddistribution of questionnaire，type and relation of the investigation，then analyze thelevel of education，the per-capita annual income，the transfers willing of land and therealization form of the right of operation of land contracted. Based on the analyses,major problems of the right transfer of operation of land contracted are pointed out.Empirical studies based on in-depth analysis of proposed countermeasures andgive suggestions to promote the transfer of the land contract and management rights inHenan Province, mainly through the strengthening the guidance and support ofgovernment to transfer of land contract management right, establish safe and modernagricultural land property rights system, and promote development of agricultural landtransfer market, actively expand and reasonable limitation of agricultural land contractand management rights of authority, the establishment of a land contract management rights transfer price system, improve the rural social security system and other aspectsto facilitate the transfer of land contract operation rights in Henan Province.
