Research On Farmland Transfer Factors And Driving Mechanism In Northeast China

As an important means to effectively alleviate the contradiction between people and promote the construction of urbanization, land transfer has been the focus of scholars in recent years. Now in the rural reform development important link, model innovation of farmland transfer behavior, regulating the circulation of agricultural land, agricultural land transfer related to the reasonable and smooth development, related to the hundreds of millions of peasants life and in the future, it is also an important issue related to the new rural construction and well-off society efforts to complete, very profound theoretical and practical research value.The concept of agricultural land, land transfer, land system, land transfer market and land property rights theory, land rent theory, land supply and demand balance theory as the research foundation, using literature analysis, by reading a lot of domestic and foreign literature and collation, the domestic and foreign research results, comprehensive analysis, three research directions and from the main form and the operation mechanism of agricultural land transfer, land transfer and system, the land market and land transfer mechanism, the relevant research at home and abroad is discussed. And then analyze the system evolution of Jilin, Liaoning, Heilongjiang provinces land transfer, through the method of questionnaire survey and interview survey, analyzes the status quo of agricultural land transfer, analysis the influence factors of farmland circulation, in-depth analysis from three aspects of macro, regional, individual. And the land transfer process through the evolution from scratch, affected by external factors, there are inherent factors of agricultural land, these factors constitute the driving force of land circulation, and on this basis, the construction of the driving mechanism of rural land transfer, put forward suggestions to promote the circulation of agricultural land, agricultural land transfer and the continuation of the development and growth.The main research conclusions of the article are reflected in the following aspects: one is on the influencing factors of land circulation system reform, the national macro policy, especially the positive control of the formation of market economy, the formation of land circulation macroscopic constraints mainly; from the regional perspective, cultivated land resource endowment, industrial structure changes, geographic conditions and intermediary services the establishment of the market, which have influences the meso level of agricultural land transfer; farmers from the perspective of the individual, individual differences in perceptual choice, farmers(including the age structure and educational level, family structure unreasonable) change and household economic level, from the micro level factors restricting rural land transfer. Two is the driving force of land circulation including the internal driving force is the inherent factors of farmland and farmers themselves will form, and policy support, non-agricultural employment attraction, agricultural profit temptation, grain demand formed by the external driving force of the two part. The three is to build a market driven mechanism, economic mechanism, market driven mechanism and desire driving mechanism of four typical farmland circulation driving mechanism, effective answer to the problem of land circulation formation and sustained advance. The four is through the construction of circulation factors and driving mechanism of farmland, according to the present situation of farmland circulation in Northeast China and the future development direction, put forward several points on strengthening the northeast land transfer countermeasures: first, through system innovation, strengthen policy support; second, the contracted land circulation is more perfect; third, strengthen the rural land contracting right of management; fourth, strengthen and activate and accelerate the transfer of intermediary service contract management right of rural land. In order to help the country issued in favor of the farmland circulation incentive policy, and promote the local government according to the actual situation, in the premise of not violating the law and national policy, is conducive to the development of rural land circulation in all aspects of the policy, laws and regulations.
