Research On Rural Land Circulation In Coal Mining Subsidence Area

Agriculture,rural areas and farmers have always been important issues in China’s economic and social development.As the core element of the "three rural" work,the circulation of rural land is one of the effective measures to solve the "three rural" problems in China.Orderly circulation of rural land and the proper concentration of land to large planters and farmers are bound to promote grain production,farmers’ income and agricultural efficiency,and also accelerate the pace of agricultural scale management and agricultural modernization.At the same time,in the coal mining subsidence area,due to the large amount of coal mining,surface subsidence is caused,land suitability is reduced,and land use efficiency is not high.It is costly for a single farmer to repair the subsided land.The government can take the lead and introduce enterprises to concentrate the scattered land of the farmer.Through the land circulation,comprehensively improve the mining subsidence area,develop large-scale operations,and realize the backup of the subsidence area Sustainable use of land resources.Based on the current system of land circulation in China’s coal mining subsidence areas,the paper integrates relevant research at home and abroad,further analyzes the land circulation system on the basis of land property rights theory,stakeholder theory and system change theory,and combines it with typical cases for application.This paper selects the coal mining subsidence areas of Z town in X city as an application case and adopts research methods such as questionnaire survey,empirical analysis and other research methods to study the current situation of land circulation in the coal mining subsidence areas of Z town in X city.Sorting out the labor force of the households involved in the land circulation in the coal mining subsidence area of Z Town,the form of land circulation,the direction of land circulation,the duration of circulation,and the standardized management issues during the circulation of land,and the actual results obtained after the circulation,the mining was found.The problems in the process of land circulation in coal subsidence areas mainly include uneven progress in land circulation,difficulty in large-scale circulation of land,more disputes in land circulation,and low awareness rate of land circulation information by farmers.Finally,the specific reasons for the analysis are analyzed.From the aspects of education and guidance of farmers,improving the working mechanism of land circulation in coal mining subsidence areas,improving the service system of land circulation in coal mining subsidence areas,improving the rural social security system,innovating circulation methods,and promoting industrial integration,it is proposed to improve the land in coal mining subsidence areas.The opinions and suggestions of the circulation work are intended to provide useful reference for the land circulation in the relevant types of coal mining subsidence areas.
