Land is the material basis of human survival and development, it occupies an important role in today’s production activities and socio-economic development. We must be scientific and rational use of every inch of land because of the nation’s condition that the population is large but the land is less. Currently, China’s urbanization development is accelerating. Arable land, as the essence of land resources is the most basic material conditions in agricultural production. Therefore, effective protection and rational utilization of arable land resources is an important means to solve the problem of food security. However, the number and the quality of arable land are declining in recent years. Farmland protection is imminent. So, it plays an important role to improve the quality and the productivity of arable land, it also protect regional food security and promote the rapid development of modern agriculture by strengthening farmland quality construction.Basic farmland zoning building is based on the natural conditions, land use characteristics, differences and limitation factors, and it will divide the arable land in planning area into different land use areas. According to the characteristics of different regions, we will put forward the measures that soil fertility improvements, farmland infrastructure construction and use of largescale adapt to the region. In this study, under the premise of deep understanding of domestic and foreign research progress and basic connotations, and the theoretical basis of location and zoning theory, system theory, man-land relationship theory, the theory of sustainable development, externality theory, we take Beilin District of Suihua City as the research unit. Building the comprehensive quality evaluation system based on the conditions of farmland soil quality, farm infrastructure, farming plots, we evaluate the quality of arable land and divide the basic farmland into different types, then make recommendations and measures partitions building. The main contents and results are as follows:(1)Building the arable land quality evaluation system. We are for the purpose of construction and protection of cultivated land quality. So we select the ten indicators of the effective thickness of soil, the soil organic matter content, soil texture, soil PH, terrain slope, the ratio of farmland shelterbelts, field road accessibility, drainage conditions, field form, field scale from the three conditions of soil quality, farm infrastructure, farming terraces under the foundation of related connotations and theories.(2)Comprehensive quality evaluation of cultivated land and zoning. Using the comprehensive index model to calculate the quality score of arable land in the study area. The highest score was 94.86, and the lowest was 66.94. So we used the natural breakpoint method to divide the region arable land into priority designated type, the suitable redeployment type, the focus on building type and the quitting type.(3)Different partitions construction of basic farmland. The comprehensive quality of priority designated type arable land was the best, and it was the future of the core area of farmland protection. It was not only the preferred basic farmland selected object, but also was an alternative to the high standard of basic farmland; the suitable redeployment type arable land overall quality was slightly inferior, but it had no effect on the larger constraints, it was also can be designated as basic farmland object. It can be the priority designated type of basic farmland by a certain degree of infrastructure and expand the scale of ownership adjustment; there was a certain obstacle in focus on building quality arable farmland area, we need to determine the limiting factor and adopt differentiated control means of land consolidation pattern and management, proposed land remediation direction, objectives and timing targeted; the quitting type arable land was poor in quality and had significant limiting factors. It was not suitable designated as basic farmland, it should be the grassland to enhance the ecological function and safeguard regional cultivated land sustainable utilization in the future.Through the different types of basic farmland zoning district construction, which can effectively improve the overall quality of arable land, protect the region overall grain production capacity, provide the basis for promoting large-scale centralized construction and protection of basic farmland, pushing two plain agricultural modernization process.
