After the elaboration of the above situation, the author analyses and investigate the problems existing in the financial support for the development of modern agriculture in Heilongjiang Province, several problems are found: Incomplete rural financial system; Weak financial policy support; Little support from commercial banks; serious self-defect in cooperative financial institutions; imperfect agricultural insurance system. Summarize the experiences of financial support of agricultural development in Shandong Province, Chengdu city and Shanghai city, provided suggestions on the Heilongjiang Province’s modern agricultural financial support system construction, considering the actual situation in Heilongjiang Province, summed up the Countermeasures of financial support for the development of modern agriculture in Heilongjiang Province as follows: the reform and innovate the rural financial institutions; improve rural financial service level; establish a complete innovation protection mechanism of rural financial system; enhance the support from agricultural development bank; Agricultural Development Bank should play the leading role as the only policy financial institution in Heilongjiang province; guide commercial banks to support the development of modern agriculture; As the main financial power among many commercial financial organizations in Heilongjiang Province, Agricultural Bank should establish a long-term mechanism, make the financial service and business decisions more close to the modern agriculture development; deepen the reform of rural credit cooperatives, the reform of rural credit cooperatives must rely on more direct, various and effective policy support from government; improve current asset status of rural credit cooperatives; transform the internal management mechanism to achieve a long-term sustainable development; Strengthen the agricultural insurance mechanism to support the development of modern agriculture and improve the agricultural insurance and reinsurance system.In sum, the development of rural economy and society is largely depend on the development of modern agriculture in China. In the process of the development of modern agriculture, it’s necessary to establish a long-term effective capital investment mechanism to push the construction of modern agriculture. Besides, only with the government and financial institutions’ fully cooperation, modern agriculture in Heilongjiang Province can be well developed, then, consequently, increase the income of the farmers and promote the rural economy development.
