| Urbanization is the symbol of national modernization process.Now it’s the key moment for China to build comparatively well-off society and cross the middle-income trap. The exist of the new urbanization proposition is based on our previous in the process of urbanization.There has been many contradictions,these contradictions of urbanization lead to the low efficiency.Therefore,to improve the efficiency of urbanization is the core issue of new urbanization.However,the level of urbanization in Jiangxi is lower compared with the neighboring provinces and cities nation wide.In such a situation,how to walk out of a road to the high efficiency of urbanization and build the city faster and better is the most important thing that the government should do.This paper uses Malmquist productivity index combined with data envelopment analysis(DEA)to analyze the urbanization efficiency of 11 municipalities in Jiangxi province based on input-output theory.And the efficiency is devided to five parts:population,economic development,urban construction,urban social management,urban ecological optimization.The author calculates the average total factor productivity of Jiangxi province during the period 2006 to 2013.Study on population urbanization efficiency is starting from the citizens of the cost and profit of the public,will cost as input indicators,income as output indicators;economic development efficiency of selection of total fixed asset investment as input indicators,per capital GDP,unit GDP energy consumption and the third industry accounted for the proportion of GDP respectively,reflecting the output from three aspects of economic gross,structure and economic growth mode.The input index selection efficiency foe the municipal city construction total investment in fixed assets investment in the construction of public facilited,and selecting the built-up area,road area per capital,public transport quantity and per capital daily water respectively from the living,road,traffic,people in all aspects of life to reflect output.The urban social management selects the urban social management of fiscal budget expenditure,output by the number of basic endowment insurance, medical and health institutions,beds, each region ordinary primary and secondary school students number respectively from the social security,health care and education reflected in every respect.The article is devided into five parts,the first part discusses the connotation of urbanization efficiency,influencing factors,the research direction and methods.The second part analyzes the current situation of the development of urbanization in Jiangxi province from different angles.The third part introduced the DEAin detail and explain the advantages of DEA method in the efficiency problem research.The fourth part describes the establishment of the index system.The fifth part evaluates and analysis urbanization efficiency from population,economic,urban construction,social management and ecological optimization.Then use Malmquist index model for the further dynamic analysis on the panel data of Jiangxi province from 2006 to 2013.The last part is the summary of the research result and on the basis of empiracal research on Jiangxi province each district city and put forwar policy suggestions.The analysis results show that devided urban efficiency into five parts can more effectively analyze the efficiency of urbanization from the overall situation,the efficiency of urbanization of Jiangxi province in five aspects.Static analysis shows that Jiujiang,Fuzhou city and Shangrao city is worse than other cities.And the analysis also pointed that Nanchang city is expanding the city scale blindly,leads to the low efficiency of the comprehensice construction.Jiangxi province is in progress from the amount but most of the town is in the state of decline year by year from the view of efficiency. |
