China is facing a third consumer upgrade, the supply and demands situation of commodity market has undergone a fundamental change, which from the general shortage into the overall surplus, from a seller’s market into a buyer’s market, the constraint of market demand on economic development is growing. The countries "Twelfth Five-Year" Plan has clearly proposed the guiding ideology of accelerating the development pattern, to solve the lack of effective demand and to expand the consumption have risen to the country’s long-term development strategy. As the middle bridge of connecting the production and consumption, circulation’s leading position in the social reproduction become increasingly apparent, circulation has played an increasingly important role in the national economy and social development. But in recent years, with the studying of the circulation industry, many domestic scholars have discovered that our country’s circulation industry exits the problems of high circulation costs, serious waste of circulation resources, slow information transfer, which directly make the circulation industry inefficient, and couldn’t really play the intermediate conversion role in stimulating the production and promoting the consumption. How to explain the nature of circulation, to correctly understand the circulation industry’s position and role in the market economy, which is not only related to the sustainable development of China’s economy, but also related to the further consolidate and improve of the socialist market economic system.In this paper, we take the circulation industry as the study object, divided into two parts to quantitative analysis the operating efficiency of the circulation industry and its role in the urban and rural development. The first part is to measure of the circulation’s efficiency, mainly quantitative research our circulation’s operating efficiency by constructing a measurement indicator system, to reveal our circulation’s current situation and its evolution trend;the second part is to analysis the effect of circulation on the urban and rural development, mainly from two aspects of the circulation of rural resident’s consumption demand and urbanization to analyze the important position of our circulation industry for China’s urban and rural economic development. Through the analysis of the two parts, we hope to provide a reference for the circulation of industrial restructuring as well as modern development.The results show that:1.The overall evolution of circulation efficiency shows a rising trend year by year during2000-2010, and the circulation efficiency of different provinces shows significant regional differences, the highest eastern region, followed by the central region, the western regional minimum;2.The excess consumption per capita of rural residents shows a characteristics development trend of two-stage, from the early low-speed development to the late high-speed development, which is not only affect by residents’per capita net income, but also by the development level of the rural circulation, the rising of circulation efficiency plays a significant role in promoting the consumer spending of rural areas, in which the role of baseline consumption per capita is greater than excess consumption per capita, the inherent differences of rural consumption structure makes the overall effect of circulation in household consumption to be underestimated;3.The role of the circulation development on the level of urbanization increased year by year, the role of the city wholesale distribution system and urban retail circulation system has obvious differences in the stage, and the capacity to promote the level of urbanization in different regions of China is difference, two circulation systems in the eastern, central and western regions shows significant regional differences, the impact of urbanization on the circulation efficiency shows "Inverted U", and has exceeded the critical point which the boundary of the urban density technology can withstand, and began to show a density of not economic.
