Urban System And Assessment Of New Urbanization Efficiency In Jiangxi Province

Jiangxi Province has entered an important period of urbanization, industrialization,informationization and agricultural modernization, at the same time it is at a rapid development stage with an urbanization rateat 30% to 70%. At present, the external conditions and internal motivations of urbanization development change gradually, and the pressure of industrial transformation and the treatment of excess capacity are increasing. Under this background, the traditional urbanization development pattern emphasizing on quantity and speed is not sustainable, and the urbanization of Jiangxi must enter in a new development stage of the expansion outward shifting to connotation promotion.That whether Jiangxi’s urbanization can get a shift from the traditional pattern to a new, whether the town scale system structure is appropriate, whether the town inputs have got an effective utilization, whether the town management model is complete and the pace of urbanization efficiency has been the attention point of the new urbanization efficiency in Jiangxi province.In order to explore the basis and development level of the new urbanization in Jiangxi, the paper estimates the spatial pattern change characteristics of the urban system in Jiangxi and its urbanization efficiency in the year of 2000 to 2010. The software of ArcGIS and metering methods of fractal dimension, Markov transition probability matrix, the migration location quotient and DEA-Malmquist indicator have been applied in the article. The research shows that:(1)Jiangxi’s urban structure appears like the form of “Pyramid” and its urban scale uniformly distribute, but in terms of the urban scale and urbanization level, differences between the North and the South still exist. And under the interaction of industry zones, migration population agglomeration in the province, Jiangxi’s urban system in the space has formed an urban pattern which bases on Poyang Lake economic zone, Nanchang as the growth core and Shanghai-Kunming Railway Line and Beijing-Kowloon Railway Line as the principal axis.(2) The urbanization efficiency in Jiangxi province shows an invalid DEA. The main reason for it is the invalid Pure Technical Efficiency(PTE), namely, the urban resource allocation and utilization level are unreasonable and the city management is not high. Another reason is the small scale urban agglomeration which is against the urban scale merit.(3) By using the Malmquist method to decompose and analyze reasons for a non-invalid DEA of the urbanization efficiency, we can classify the towns in Jiangxi into three types and put forward improvements of the new urbanization efficiency directing to urbancharacteristics of each type.Combining with the space-time evolution pattern of the urban system and the efficiency measurement of the new urbanization in Jiangxi province, the paper puts forward that,(1) Jiangxi province should continuing enlarge the core of the regional development and strengthen the interaction of the economy and information between the towns to enable the growth of the urban agglomeration and make the best of scale benefits;(2) reinforce the orientation impact of the market for urban inputs and improve the allocation and utilization efficiency of urban resources under the guidance of the government;(3) enhance the discrimination of the improvement direction of different types of urbanization efficiency and take full advantages of towns themselves to improve the urbanization efficiency, but be sure not to a universal application;(4) Eliminate the barriers of the urban-rural duality system for agricultural labor force migration and improve the social security system to guarantee the population of agriculturalmigrations can enjoy the same basic public services with urban residents.
