Nowdays, The resource configuration of globalization, international multimodal transport and integrated services have prompted the development of port logistics into the land. The rules of development follow” booming inner city by developing the port”, ”booming inner city by developing the port”,”flourishing the port by cultivating mainland cities”. China have suggested the " One Belt and One Road " strategy, especially in strategic concept of 21 st Century Maritime Silk Road, which gives great opportunities to the development of coastal city of port in the future. At the same time, the connections between port and hinterland as the core hub port inland transportation network, which system efficiency has a huge impact on interaction between port and mainland. Haikou port’s construction not only get fast development in recent years, but also in the "area" on the strategic planning of the downtown, so research on optimization of haikou port’s inland transportation logistics network is the necessity and significance.Firstly the article studies the relevant theories of port transportation optimization method at home and abroad as well as the development and construction of the major representative port, and based on it the article descripts the theoretical basis, structure and function of port transportation, secondly, expounding the present status of the own condition and the transportation of the haikou port, and points out its main problems of inland transportation system development, namely the lack of port inland transportation hub node. In order to explain better the situation of port transportation which will face both opportunities and pressure in the future, at the same time lay a foundation for predicting data before construction of optimal model, on the basis of understanding economic development status of hinterland, the article forecast the haikou port throughput by the method of exponential smoothing and gray system, then combine both of the forecasting results to revise, eventually obtaining the predicted throughput of haikou port for the next five years.In view of the current port road transportation’s main problem of relay node quantity shortage, the article using the K-means clustering to alternative potential cities for first time optimization, then construct the optimization model for scale of the relay node layout,which emphasizing on mutual influence of port transit node decision and path selection by the customer, in order to pursuit the lowest total target cost through the bi-level programming concept, finally under the same numerical comparison before and after the relevant terms of the capacity constraints to release results, obtained under the condition of transportation in the future will continue to develop, increase the ascension of railway transport capacity can better enhance the overall benefit of port road transportation.This article tried to solve the problem of haikou port logistics transportation network optimization by emphasizing on the port road node optimization, the outcome of the study not only can be the case basis of port transportation optimization, but also can be used for reference by haikou port planning and construction in the future.
