With the rapid development of China’s international logistics, inland port logistics park planning and construction draws more and more attention of government and industry. However, due to inland port logistics industry in its infancy, there are certain blindness in its planning, construction and development. Therefore, studying and exploring of a suitable theory and methods of inland port logistics park planning has important theoretical and practical significance in avoiding the construction risk, reasonable allocating of social resources and safeguarding the sustained and healthy development of the park. To this, this paper studies the functional areas layout of inland port logistics park planning.Firstly, this paper summarizes the related literature and research. Based on the comparative analysis of the general logistics park concepts, it defines inland port logistics park connotation, what’s more,it analyzes of its key function, basic features and domestic situation. Then, to the lack of functional layout design method (SLP),it proposes an improved SLP method; it establishes a layout grid model for inland port logistics park functional area planning based on Grid-Layout theory; it determines the model parameters using BP neural network model, calculation methods and correlation analysis methods; it designs Genetic Algorithm for grid model. According to characteristics and influence factors of inland port logistics park functional area layout, this paper establishes the corresponding evaluation index system. Based on Flexsim software, this paper builds simulation model and simulation steps for inland port logistics park functional area layout. Finally, the research method presented in this paper about functional areas layout Planning for inland port logistics park applied to the planning of Ningbo Inland Port Logistics Park. By this cases study, it can verify the rationality and feasibility of the models and algorithms.
