Road-traffic safety is a worldwide social problem,It has become a major international public nuisance.It is about 2.5% of the world’s car in china.However, it caused by road traffic deaths are accounted for 15% of the world, So it become a traffic accident prone countries. The Ministry of public security of Chinese statistical data display, in 2010 the national total of 265000 road-traffic accidents, resulting in 73000 deaths,305000 people were injured, the direct property losses of up to 1010000000 yuan., The first half of 2011, there were 1840998 traffic accidents, rise compared to the same period 1%,it is 25864 people deaded,and 106370 people injured, direct property loss of 440000000 yuan.
