On China's Science-Technology Security Status & Measures In Quadruple-Dimension Perspective

Science-technology security is an important component of national security,as science and technology is an important condition for national security.With science and technology more and more effective in human life,science-technology(sci-tech)security has become increasingly significant for various aspects of national security including military security,economic security and ecological security.This paper,firstly based on the concept of overall national security,analyzes sci-tech security in terms of its connotation,role,background,and relationship with other components of national security;secondly,seeing from innovative capability,operational mechanism,legal system and cultural environment,sets up a quadruple dimensional analysis framework for sci-tech security and thus investigates Chinese status quo and problems thereof;thirdly,refers to the measures taken by developed countries such as the USA,Germany and Japan to maintain their sci-tech security,with helpful experiences drawn out therefrom;finally,provides some measures for Chinese sci-tech security based on quadruple dimensions as follow: in the dimension of sci-tech innovation,the government should provide financial support for colleges/universities,research institutions,and enterprises to enhance their self-dependent innovation;in the dimension of sci-tech operational mechanism,efforts should be taken to break administrative power monopoly and reform academic assessment system;in the dimension of sci-tech legal system,legislation should be employed to safeguard and promote the necessities for sci-tech advancement and to build sci-tech achievement ownership protecting system and sci-tech incentive system;and in the dimension of innovative cultural environment,ideological base should be laid for innovative cultural environment in order to create an innovation-friendly environment.
