Rural land transfer is a necessary way to agricultural scale and modernization. As a multinational country,the difference of agricultural mode of production and culture etc Among different ethnic, may cause the heterogeneity of demand for agricultural production scale.Compared with eastern China,the western minority areas has its peculiarities on farmland circulation, the western minority areas not only faced with the problem of other parts of China agricultural land transfer, but also there are somw special problems of its own. Different ethnic groups of farmers due to the differences in customs、 religions、 culture etc, it is led to the differences of ideas and thinking, then the differences of agricultural production scale needs is caused. This study is positioned as the difference of the Han and Uygur farmers farmland transfer behavior in Kashi region, it is based on the thinking of our country as a nation of composed by 56 Ethnic groups.This paper, based on the field survey in Kashi area, Analysis the current situation of farmland circulation in Kashi area. Firstly, Introduces the research background、purpose and significance、 related research at home and abroad,Overview contents、methods and possible innovation of the paper; Secondly, By reading a lot of references extracted relevant concepts and theories about farmers Farmland Transfer behavior, for meet the needs of necessary ideas of empirical analysis. Thirdly, descriptive statistics of the sample data. Then, Respectively analyze the influencing factors of Han and Uygur farmer about farmland inflow and outflow behavior by Logistic regression model. Finally, according to the results of descriptive statistics and empirical analysis, make a brief conclusion and some policy recommendations.The results show, Even in the same area, the significant factors affecting Han and Uygur farmers behavior on inflow farmland is completely different, The main factors influencing inflow behavior of Han farmers are the proportion of non-farm income、the degree of mechanization、irrigation and number of pension reference; The Uighur farmers mainly influenced by the two factors that education level and the amount of labor. There is some Differences and commonalities about the farmland outflow behavior of Han and Uygur farmers. The main factors influencing outflow farmland behavior of Han farmers are education level, the proportion of non-farm income, Contracted land area and irrigation. Then the Uighur farmers farmland outflow behavior is mainly affected by the proportion of non-farm income, Contracted land area and The number of pension participation. From this, the common factors of Han and Uygur farmers outflow farmland action are the proportion of non-farm income and Contracted land area.In order to healthy promote the farmland circulation at minority areas,` government should strengthen the following measures. Firstly, minority areas should to intensify economic restructuring, guide transfer of the rural labor force, especially for minority farmers. Secondly, Minority areas should be combined its own characteristics, vigorously promote the development of characteristic agriculture to improve the economic competitiveness of rural areas. Thirdly, ethnic region should increase investment and the intensity of issuance, Particularly increase Machinery subsidies, improve their agricultural mechanization to improve agricultural efficiency. Fourth, real-time supervision to grassroots organizations, ensure fair, equitable, efficient operation. Fifth, should ensure the children at ethnic ghettos receive nine years of compulsory education. Finally, according to actual situation of ethnic regions different ethnic should implement different policies, develop specific, detailed, easy for farmer’s understandable and acceptable supporting measures to guide the farmers participate in land transfer operation.
