The report of the 19th national congress pointed out that we need to implement the system of separating rural land ownership rights,contract rights,and management rights on agricultural land to consolidate and improve the basic rural operation system and deepen the reform of the rural land system.Under the background of the normalization of China's economic development,the issues of efficiency and fairness in rural land have increasingly become important issues that we must pay attention to in the development of economy and society.The core of these issues lies in the institutionalized allocation of rural land property rights.With the acceleration of industrialization and urbanization,the interests'relationship between urban and rural in China has seen a new situation and a new turning point.Rural surplus labor force has gradually flooded into cities.With the stabilization of the family contract responsibility system,the independence of rural production factors and the marketization of rural economy,the demand for rural land transfer has emerged.In order to maintain social harmony and stability in minority areas,narrow the development gap with the whole country and solve multiple problems and difficulties,we must accelerate the development of economy and society in minority areas.In order to make up the development shortage of rural economic and social in minority areas,one way is to transfer agricultural land.Driving agricultural development,rural progress and farmers' prosperity through the rationalization of large-scale production and management of rural land in order to accomplish the task of poverty alleviation as scheduled,and achieve the goal of building a moderately prosperous society.This study takes 808 field survey datas from Ningxia Province as samples.Based on the theories of planned behavior,perceived value,and social learning theory,we conduct the study by using the bibiometrical method,case analysis method,field investigation method,complete information game method,structural equation model from the optic angle of ethnology,economics,sociology.Taking"behavioral relationship-value perception-influence path" as the main logic line,this paper studies the main behavior of farmland transfer in ethnic areas from both theoretical and empirical aspects,in order to provide reference basis and theoretical support for promoting farmland transfer in minority areas.The basic research conclusions are as follows:Firstly,the research reviews the research hotspots in two field of framland trandfer and "separation of three powers" in framland at home and aboard from the perspective of bibliometrics by using CiteSpace information visualization software.In the research feild of farmland transfer,the previous research on farmland transfer is mainly based on the econometrics model to explore the desire and behavior of the subjects on farmland transfer.This part of the research hotspots have obvious time nodes,and the main objects of study are farmers who wear two hats—both as transferor and as transferee.Secondly,the behavior of subjects of agricultural land transfer in ethnic areas is more prominent due to the restriction of natural resources,economic environment,policies and systems,knowledge,information resources and other factors.Their conflict and contradiction in interest are more outstanding.The results show that the "prisoner's dilemma" is likely to occur in the gamble between the transferor and the transferee due to their own economic rationality.The participation of land transfer intermediaries not only provides a platform for information exchange to reduce transaction costs,but also performs intermediary and supervision functions to enhance the probability of cooperation between the two parties.For the sake of political achievements,the township government need cooperate with the transferees of agricultural land at the expense of the transferors.Thirdly,based on the theory of perceived value,this study constructs the perceived value measurement of "separation of three powers" of farmland transfer subjects in minority areas,and adopts the analysis method to measure the data of the research area.The result shows that the new subjects of agriculture management have the clearest understanding and awareness to the new policy in the minority areas.They are also the major beneficiary in the agricultural land reform of "separation of three powers";As the executor and disseminator of the property right system of agricultural land,the cadres in township and village are a lack of understanding the perceived value of "separation of three powers" and the system.The common peasant households have a low level of education,and the thought of small-scale peasant economy,and they are quite confuse with property right and ownership of agricultural land.In addition,based on the theory of planned behavior,social learning theory and the theory of perceived value,this study constructs the theory model of research of subjects behavior in farmland transfer in minority areas.These 808 valid samples were obtained through the field investigation data,the study adopts the structural equation model analysis showed that the perceived value,the cognitive elements of farmland transfer,the awareness of farmland transfer and the motive of farmland transfer in"separation of three powers" of farmland transfer have a significant positive influence on farmland transfer.In addition,the multi-group analysis shows that the the new agricultural operation subjects who represent the behavior of farmland transfer,has a higher willingness to the transfer of separation of three powers than other subjects.The results of the test show that the influence of individual subjective cognition and feelings on the behavior of farmland transfer in minority areas cannot be ignored and should be paid attention to it except that the individual characteristics,family characteristics,external policy environment and other factors that have been demonstrated by previous scholars.
