At present, agricultural modernization is the only way for China's agriculture to achieve sustainable development. With a constant increase in population,China's economy has began to enter the “new normal”,but it also faces much downward pressure. In this process,China's agricultural development has encountered new challenges and opportunities. In the past,we have implemented the household contract responsibility system, which played a positive effect in a certain period to protect the national food security. However, with intensified aging of the population, problems such as rural land abandonment and low yield have emerged. In order to overcome these problems to help finish the grand goal in achieving agricultural modernization,we need to learn from the advanced development model of foreign agriculture based on China's reality.Focusing on current hot issues and taking large-scale farming as a breakthrough, this paper makes an analysis of and research into the relevant data of China's agriculture in the past eighty years from 1930 to 2010,and accordingly presents a series of responding proposals. The topic of this paper is put forward based on the general trend of China's current economic development and also some research results in the academic field.Combining the previous studies, this paper carries on a thorough research on Japan's agricultural development history for the purpose of gaining insight into the development process and some problems in this course and providing some lessons and guidance for the operation of large-scale farming in Shandong Province.Japan's large-scale planting of family farms may date back to the early of the 20 th century,a much earlier beginning than China.Japan spent much time in spreading this type of farming and achieved agricultural modernozation in decades. This paper chooses some relevant data of agriculture in Japan during eighty years from 1930 to 2010,and states the beginning, growing and maturing process of Japan's large-scale planting of family farms in terms of several indicators: change in the quantity of farmers, the size of farms, the change in the quantity of machines and the income ratio between the manufacturing and farming. The reason why Japan and Shandong Province are selected in this text is that there are many similarities both natural and social in the two places.First of all,the population of them are both around 0.1 billion, and the area of them are both small, that is the population density is large,so the agricultural production is vital to both the human survival and the social stabilization.Secondly, both places are in monsoon zone, and they share the similar hydrothermal conditions and the natural environment In terms of the research method, the empirical analysis method is employed in the text. The factors of the farm size mainly including the per capita GDP,the ratio of earnings in manufacturing to agriculture and the machinery are analyzed.Besides, the related method in econometrics is also used to analyze and account for the relevance among all the factors.By the discussion on the scale management of Japanese agriculture, and all the practices and explorations in agriculture of Japan from 1930 to 2010,some experience and inspiration which will benefit the agriculture in Shandong province are concluded. As for the measures, this text tells how Shandong province achieve the family farm scale management and the agricultural modernization from the technology devotion, the labor input, the land input, the capital devotion and the policy sustainment.
