In recent years, with the rapid development of China’s economy, the process of agricultural industrialization and modernization speeded up, the problem of “financing difficult, loans difficult” in rural areas continuously emerging, it has seriously restricted the increase of farmers’ income and rural economic development. Practice and research shows that lack of effective collateral that the bank approved is the important reason of “financing difficult, loans difficult”. In order to solve the problem of “mortgage difficult and loans difficult”, our government has promulgated a series of policies to promote the development of rural finance in recent years, the mortgage finance of rural land contract and management right is one of the important and practical measures. In recent years, the government of Pingluo in Ningxia Hui Autonomous Region carried out land contract and management right mortgage loan to solve this problem. Farmers could put the certificate of the rural land contract and management right that identified by the government as the collateral to get loans directly from financial institutions, effectively relieve the predicament, creating the "Pingluo model" of land contract and management right mortgage finance, provided powerful financial support for the rapid development of Pingluo’s economy.In this paper, we used the rural land contract and management right mortgage finance in Pingluo county, Ningxia as the object of research. First of all, we analyzed the rural land contract and management right mortgage finance theoretically, build the theoretical foundation of the farmer’s satisfaction on the mortgage of rural land contract and management right. Then, we analyzed the situation of rural land contract and management right mortgage finance in Pingluo, pointed the problem out. Then, we analyzed the research data from 333 farmers in Pingluo statistical to get the farmers’ cognition and evaluation on the rural land contract and management right mortgage finance, using the cross analysis to analyze the factors that might affect the satisfaction on the mortgage of rural land contract and management right preliminary. Then, we used Ordered Probit model to make empirical analysis. At last, on the basis of result analysis, we would give some policies to improve the farmer’s satisfaction on the mortgage of rural land contract and management right in Pingluo County, Ningxia.Chapter 1: Introduction. In this chapter, we introduced the research background, described the research purpose and significance, summarized the domestic and foreign research on the rural land contract and management right mortgage financing and customer satisfaction theory, showed the ideas, methods of this paper, listed the possible innovation.Chapter 2: The theoretical foundation of the farmer’s satisfaction on the mortgage of rural land contract and management right. In this chapter, we mainly build the theoretical foundation, and defined the concept of rural land contract and management right, farmer’s satisfaction.Chapter 3: The Policy measures, situation and problems of rural land contract and management right mortgage finance. In this chapter, we introduced the policy measures of Pingluo, and analyzed the situation of rural land contract and management right mortgage finance in Pingluo, pointing the problem out.Chapter 4: Descriptive statistics of farmers’ satisfaction factors on rural land contract and management right mortgage finance in Pingluo County, Ningxia. We analyzed the research data statistical to get the farmers’ cognition and evaluation on the rural land contract and management right mortgage finance, using the cross analysis to analyze the factors that might affect the satisfaction on the mortgage of rural land contract and management right preliminary.Chapter 5: Empirical analysis of the influencing factors of the farmer’s satisfaction on the rural land contract and management right mortgage finance in Pingluo, Ningxia. Making empirical analysis by using the Ordered Probit model. The results showed that:(1) understanding level of policy, participation willingness, the loan period, the rationality of repayment, satisfies the needs of the money, Loan process affected the property mortgage financing satisfaction significantly and positively;(2) family size affected the rural land contract and management right mortgage finance satisfaction significantly and negatively;(3) farmers’ gender, the age of household head, education, per-capita income, family-run type, lending rates, the satisfaction of assessed value, transportation had no impact on satisfaction.Chapter 6: Policy proposal enhancing the farmer’s satisfaction on the mortgage of rural land contract and management right in Pingluo County, Ningxia. On the basis of result analysis, we would give some policies to improve the farmer’s satisfaction on the mortgage of rural land contract and management right in Pingluo County, Ningxia. Including:(1) Amending the laws of land contract and management right, eliminate the legal obstacles;(2)Improving the property value assessment mechanism;(3) Improving the product quality of rural land contract and management right mortgage finance, adjusting the loan period flexibly, designing various repayment, adjusting loan limit to satisfy the need of farmers, simplify the loan process, setting a reasonable lending rates;(4) Improving the social security system in rural areas.
