| In the third Plenary Session of the 18 th CPC Central Committee,the Party established the rural property rights system with three rights of ownership,contracting right and management right.In 2014,the central No.1 document clearly put forward the pilot work of actively carrying out the mortgage of the rural land contract management right.This has pointed out the direction for the future work of the rural financial workers.According to the three rights division and the relevant requirements of the circulation of management rights,we should start from the strategic situation of ensuring the national food security,adhere to the reform and innovation,work hard to reinvigorate the rural land resources,improve the efficiency of the allocation of rural resources,and widen the financing channels in the rural areas.Under this background,all parts of the country actively carry out the pilot work on the mortgage loan of the rural land contract management right,each region has taken different loan modes according to local conditions,which provides financial support for the agricultural industrialization and large-scale management in the region,and has broken the difficult problems of the lack of mortgages,loans and loans in the rural areas,and contributed to the revitalization of the rural areas and the hard work of poverty alleviation..This article is based on the pilot of the mortgage of rural land contracted management right in the Yanbian Korean Autonomous Prefecture of Jilin province.In the background of the lack of effective mortgage for the main body of agricultural economy in the region,and the country carries out the right to mortgage the right of rural land contract and management,the country carries out the three rights division and gives the right to mortgage the rural land contract management right,from the characteristics of the rural capital demand and the actual situation of the agricultural financial institutions in this region.By investigating the demand of rural capital in Yanbian,this paper analyzes the experience and lessons of the pilot mortgage of the rural land contract management right in Yanbian state,and puts forward some suggestions on improving the mortgage mode of rural land contract management right in Yanbian state by drawing on the experience of other domestic models,and provides a reference for solving the problem of "three rural" financing in this region,at the same time,in order to improve the area involved in this area.It provides theoretical support for the service level of agricultural financial institutions.In this paper,through investigation and research,we think to improve the rural social security system and other relevant regulations,cultivate and standardize the regional rural land circulation market,strengthen the supervision and support of the agricultural financial institutions,establish and improve the self risk prevention system of the agricultural financial institutions,and strengthen the publicity of the farmers' financial policy is the proper meaning of the improvement and promotion of the pilot work.In theory,suggestions are made for the pilot work,and efforts are made to create a replicable and popularized rural land contractual management right mortgage model,and contribute to the sustainable and healthy development of the agricultural and rural economy in Jilin province and even the whole country. |
