Over the years, China has achieved a comprehensive development both in economy and society, and urban management has played an important role in this process. Accompanied with many kinds of social contradictions, urban management has become a complicated, arduous task. For that reason, urban management officers have become a special group which were often been exposed to public view. A reasonable and efficient urban management is a forceful guarantee of city development and the construction of harmonious society.The working state of urban management officer is naturally bond to public attitude toward their work, for the public are their service targets. Research has shown that, negative public evaluation of urban management officers has become one of the factors which affecting burnout. Core self-evaluation is the overall evaluation of one’s ability and value, it will have an affection on ones’understanding of the evaluation from others. Research also shows that there is a significant correlation of core self-evaluation and burnout.This paper aims to provide a comprehensive and objective description of public attitude toward urban management officer, and further explore the relationship and mechanism among public attitude toward urban management officer, core self-evaluations and burnout. Based on literature review and open interviews, we determine the structure model of public attitudes toward urban management officer with the statistical method of factor analysis. That model of structure was tested with the use of confirmatory factor analysis, and finally formed the public attitude toward urban management officer questionnaire.We adapted the questionnaire on public attitude toward urban management officer, and combined with the "Core Self-Evaluation Scale"(CSES), "Maslach Burnout Inventory-General Survey "(MBI-GS) to further explore the relationship and mechanism among public attitude toward urban management officer, core self-evaluations and burnout. The results are as follows:(1) The public attitude is constituted by four dimensions:communicational intention, cognitive evaluation, emotional support and behavioral support. The public attitude toward urban management officer questionnaire is in accordance with the requirements of psychometric and possesses good reliability and validity.(2) Public have a higher level of emotional support toward urban management officer, indicating that urban management officers’understood and supported by the public. Followed by Behavioral support and communicative intention, cognitive evaluation of the minimum.(3) There are significant differences in the public attitude toward urban management officer in age, sex, degree of education and occupation. Significant correlation also found between the degrees of contact with the urban management officer and the public attitude toward urban management officer.(4) The degree of net- participating, the usage of micro-blog and forum participation have a significant correlation with public attitude toward urban management officer.(5) Urban management officer are in the medium level of burnout, and among the three dimensions of job burnout, emotional exhaustion of the highest degree, second comes the low sense of achievement and cynical of the lowest degree. The burnout of urban management officer show significant differences length of service,(6) A significant correlation were found among public attitudes, core self-evaluation and job burnout of urban management officer. Core self-evaluation is a partial mediator between the relation of public attitudes and burnout of urban management officer.
