As an important policy which will influence more people,the reform of the Public Service Unit’s Pension System is very complicated. So Chinese government has held cautious and conservative attitude for its adjusting.After a long time to prepare,many provinces and cities were selected points to explore reform experience.And lots of experts did surveys to guess and estimate rationality of the reform. Finally the reform policy had been published. As for the difficulties of the process, based on the studies about the Public Service Unit’s Pension System and multiple streams model, this article is planing to analyze the reason why many times reform of the Public Service Unit’s Pension System wasn’t successful, and analyzes the deep reason about reform’s difficulties. The study suggests that:the differences between the Staff Pension System in the City Companies and the Public Service Unit’s Pension System has led to social injustice. The Public Service Unit’s Pension System has brought pressure to public finance. This became the problem origin. The reproach from people,the transform of the governing party’s value, the struggles of interest groups created a good atmosphere for the reform. The exploring for experience from provinces and cities which were selected points promoted scientific of the policy. At the end, this article got some revelations about making reform policy. The policy maker should catch up the problem origin and encourage people to participate in the process of policy making. Finally they should make use of the polite power and create a good atmosphere. Based on the three origins, policy maker should catch up the window of opportunity and help the three origins to couple.
