The public institution’s pension insurance system in China has lots of problems. These problems mainly reflected in two aspects:the current system caused tremendous pressure to the Financial, and the huge-difference to other pension insurance such as enterprise’s pension insurance system have caused serious social injustice. So, reforming the current system is not only a financial issue, but also a political issue. The recent reform started in2008, but this reform has been hampered in the past four years, and almost failed today.This article focuses on the reason why this reform has been resisted. In the first part, this article reviews the history of the public institution’s pension insurance system, and briefly analyses the reform program. In the second part, a research on the characteristics of the public institution and its staff shows the influence to the pension insurance system. The third part is under the perspective of social equity, a comparative analysis to enterprise, public institution and government shows the views and obstructions of different groups of people to the reform. And then, in the fourth part, a mathematical calculation of the reform program reveals the loss of income after the reform. Finally, this article proposes policy recommendations and conclusions. Reform is imperative, and the resistance to reform is difficult to avoid. This reform can only be promoted by forcing. But during the reform, to reduce drags by appropriate means, which can be achieved.
