Since the freight organizational reform was implemented by China Railway on June 15th 2013, a number of railway freight marketing departments have been established. With great difference in the freight organization and business process driven by constant promotion of the railway freight reform, the old evaluation mode of the performance of freight departments have not been applicable to the new needs of freight marketing departments any more. This study focus on the evaluation of freight department working performance under the reform. It aims to improve freight marketing departments’ working ability through effective performance assessment, so as to enhance service quality and corporate reputation of freight transport business.This paper starts by summarizing the content of China railway’s freight reform and its impacts on freight departments, introducing currently freight business process under "Qian Dian" and "Hou Chang" modes which are established. Then, based on theoretical understanding of the freight reform, freight department performance evaluation method will be discussed, analyzing strengths and weakness of methods. Considering the defects of existing performance assessment methods, new modes for performance assessment under the reform are designed including design principles, purpose, methods, perspectives, period, content and result treatment, by introducing the theory of Human Resource Management. The perspective refers to 360-degree performance appraisal, building up a comprehensive assessment combining internal and external patterns with the perspective of superior leadership, self-assessment and owners’satisfaction test as the main body. The content consists of the achievement, working ability and wording attitude, and is divided into different evaluation levels according to varied contents for which different evaluation indexes are designed. The weight of each evaluation indexes is designed dynamically, using Non-Structural Decision Making with Fuzzy Set Analysis to determine the weight firstly, then redesigned with changes in the market through a maximizing deviations method. The evaluation data is processed using the theory of unit system for Non-Structural Decision Making with Fuzzy Set Analysis to determine comprehensive evaluation result. In comparison of final mark of the freight marketing centers, it will enable us to know their annual working performance. Thus, a relatively scientific, objective, and systemic performance evaluation method is formed. Moreover, this performance evaluation is also an effective way to motivate better and efficient work of freight marketing departments, so that their service quality can be improved as well.
