Gansu is an agricultural province.Agriculture occupies an important share in its economic str ucture. At the same time, so many agricultural population takes up a high proportion of the provin ce’s total population. By the end of 2012, the agricultural population of Gansu Province is 1.815 million, accounting for 69.98 percent of the total population. And its proportion is higher than the national average of nearly 5%. At the same time the province’s agricultural output was 52.153 bill ion yuan, accounting for 1.32% of the national total. Its food production is 8.3689 million tons, accounting for 1.73 percent of the national total. Rural per capita net income is 1979.88 yuan, 1275.05 yuan lower than the national average per capita net income of farmers. Whether " Three dimensional rural issues" can be effectively addressed is related to the development of the national economy in Gansu Province directly.Because of the important role of agriculture in the national economy in Gansu Province, as well well as its large rural population and lower income levels. It needs invest funds to solve the " Three dimensional rural issues". At this point, the study of capital investment in rural Gansu Province situation is necessary.Different from evaluating capital investment in rural areas in Gansu province in its scale or structure in other studies, This article focuses on efficiency. By comparing the allocative efficiency of capital allocation efficiency in rural areas in Gansu province with other regions, it analyzes Gansu Province Rural Fund Allocation Efficiency status and draw conclusions. Then it explores the influence factors of rural capital allocation efficiency in theory. After the analysis, we Find out the problems of rural capital allocation of Gansu Province. And then the article puts forward policy recommendations to help solving Gansu Province Rural Fund Allocation and the the " Three dimensional rural issues" of Gansu Province.
