The middle management is a very important group in enterprise talent pool, plays a pivotal role in the management system to connect link between top management and grass-roots staff, and is irreplaceable to enforce enterprise strategies and to produce enterprise competitive advantages. The managers in functional departments are especially important. They are responsible for their business fields. They not only need to enforce top management decisions, but also take the lead to formulate local strategies, to manage department personnel, to manage department financial business, and to develop department cultural, etc. Their quality and performance concern effectiveness of an organization. It is very important to scientifically form an incentive and constraint mechanism to effectively release potential abilities of functional department managers. It depends on establishing and executing a personalized check and evaluation mechanism between them. Relevant materials on check and evaluation mechanism in management are investigated based on unique characteristics of military industries. The check and evaluation mechanism in 202 institute management is taken into account. On the basis of interested theories and applied researches at home and abroad, problems of the check and evaluation mechanism in 202 institute functional department managers are intensively investigated and deeply analysed. The optima check and evaluation scheme is established by analytic hierarchy process (AHP) method. The personalized check and evaluation architecture is designed, aimed to stimulate and constraint functional department managers in a better way.
