In recent years,Science and technology development enterprises of design institutes in China have developed rapidly.The scale and technical level of this type of enterprises have greatly improved from the initial stage of the founding of the People's Republic of China.At present,the economic growth of China is in a period of transition to high-quality development.China has also issued a series of policy guidelines to promote the rapid development of the design institutes,at the same time.The degree of market competition is getting fiercer.As a state-owned high-tech enterprise,Q Design Institute,in order to adapt to the current market environment,improve the comprehensive strength of the enterprise as well as solve the problem of serious brain drain,A performance evaluation system that can effectively motivate employees and improve the overall competitiveness of the enterprise is urgently needed.As a famous performance management tool at the end of the last century,the balanced scorecard can effectively improve the company's capabilities in several aspects including four dimensions of finance,customers,internal processes,learning and growth.Therefore,it is of theoretical and practical significance to design a set of performance evaluation system based on balanced scorecard for Q Design Institute to solve the current performance management problems of the companyThis article is based on the balanced scorecard theory,taking Q Design nstitute as the research object,through conducting field surveys and expert interviews to analyze the company's strategic goals in combination with the actual operation of the company.Based on the overall strategic goals of the company,the strategic goals are decomposed and plotted.According to the strategic map,the indicators in the dimension are finally selected according to the strategic objectives of each dimension level,and the index weights are determined by the hierarchical analysis method based on the relative importance scores of the senior leaders and experts of the enterprise,and the Q Design Institute enterprise-level balanced scorecard is obtained.In order to successfully implement the performance evaluation system based on the balanced scorecard,the corresponding safeguard measures are proposed from the perspective of system,personnel and culture at the end of this article.This article considers the performance evaluation system designed by Q Design Institute's development stage,organizational structure,and the nature of the enterprise.It is expected that Q Design Institute managers can pay attention to multi-dimensional commons such as corporate finance,customers,internal processes,and learning and growth.Progress,so that it will be more conducive for enterprises to improve their comprehensive performance in various aspects,and help enterprises to develop a highly competitive and sustainable environment.It is suggested that the research conclusions of this paper can be an alternative solution for Q Design Institute to address practical issues,which can also bring certain reference value to the science and technology development enterprises of design institutes in China.
