Empirical Analysis On The Impact Of County Economic Development On Rural Public Infrastructure Investment

As the development of county economy has fallen behind relatively in underdeveloped regions, there is a general lack of rural public infrastructure, with large differences among regions, that has seriously constrained the development of rural economy and the improvement of farmers’livelihood, thereby becoming the bottleneck for coordinating urban and rural development. Therefore, by taking the opportunity of the county development between rural urbanization and agricultural modernization, with the construction of new rural communities as a carrier, it is necessary to take full advantage of financial policies for supporting agriculture and benefiting farmers, widely attract social capital and establish a diversified investment system for speeding up the rural public infrastructure investment, in order to provide the necessary public facilities for developing the rural economy and improving farmers’living conditions.In this paper, the research methods, such as literature analysis, theoretical analysis and the integration between qualitative analysis and quantitative analysis, are mainly used. With the public infrastructure investment in Shaanxi rural areas as the research object, the paper has made a systematic research on the topic based on the development of county economy. First of all, the construction of rural public infrastructure is defined as the investment in quasi-public goods. Then the current investment situation of Shaanxi rural public infrastructure is reviewed and analyzed with the application of survey data and statistical yearbook data. Afterwards, the causal relationship between Shaanxi economic development and rural public infrastructure investment is checked by introducing Grainger causality test, and according to the grey correlation theory, the main factors influencing the rural public infrastructure investment are analyzed in the growth of county economy. Finally, the following conclusions can be drawn through the paper:there are bidirectional causality between Shaanxi economic development and the construction of rural public infrastructure, and the positive correlation between economic development and public infrastructure investment; and increasing investment in public facilities can promote the sustainable development of rural economy and improve the livelihood of farmers, etc.This paper is divided into six chapters:the first chapter, introduction; the second chapter, effect analysis of public infrastructure investment on economic growth; the third chapter, status analysis on the public infrastructure investment in Shaanxi rural areas; the fourth chapter, empirical analysis about the impact of county economic development on rural public infrastructure investment; the fifth chapter, analysis and countermeasures on the public infrastructure investment channels for Shaanxi rural areas; the sixth chapter, conclusion.
