With the size of agricultural land circulation is growing, increasing the level of the land transfer, land transfer disputes have continued to increase, affecting the interests of the rural economy and the level of stable development and farmers.June 2007, Chongqing became the officially approved urban and rural comprehensive reform pilot area, and a national land transfer model.In this paper, Chongqing Jiangjin for research object, through field surveys, questionnaires interviews form the part of the township land transfer case area were thoroughly investigated, gained first-hand real data. But also on the local government areas in the survey as the land transfer has also been a general understanding, based on data analysis of the relationship between local government and land transfers have a more profound understanding. First, is worthy of recognition in the area of local government do the right job at the same time to seriously implement rural land, local conditions to develop a series of capital growth, preferential agricultural policies and measures to promote circulation, such as the development of village cadres system, build a platform for the promotion of employment II time employment, which relieves the worries of farmers land transfer in large part, to provide support for the human, material and financial resources on a reasonable and normative agricultural land transfer process.But seeing as positive, while the local government, the authors found in the transfer process and the regulation of government services not yet fully established, imperfect correlation functions resulting in the area of agricultural land transfer level and quality needs to be improved. Why does the Government want to make the necessary transfer of agricultural land to intervene in the transfer process as well as how to strengthen the effective management and control, which is the substantive issues to be addressed in this paper.The article is divided into five parts, the first part is the introduction, the main speaker of the research background and significance of current research as well as methods and techniques in the research process routes used. The second part is mainly related concepts and the theoretical part, determine the object of study and research content through concept description, while the land transfer and government action learning theory provides theoretical support for the research behind it. The third part is mainly on rural land circulation in Chongqing Jiangjin government behavior analysis. First, through literature review, data collection, surveys and other ways the status quo and government action area of land ownership transfer to analyze and find land transfer deficiencies exist in government behavior. The fourth part briefly introduces the Rural Land Circulation foreign governments beneficial practices, and to improve the CASE District government to provide references in rural land circulation in as. The fifth part is mainly aimed at Chongqing land ownership transfer deficiencies exist in the government acts to provide practical advice. In the final chapter of this thesis put forward for the agricultural land transfer in local government "absence", "misplaced", "offside" and other issues of several countermeasures:respect the dominant position of farmers; strengthen guidance and planning of land transfer; improve the government service functions in circulation in; sound land transfer regulatory mechanisms. Through these measures multi-pronged approach, we have reason to believe will be a higher level of rural land.
