With the rural surplus labor forcing out workers continues to expand the scale and urbanization process accelerating, that the right to the contracted management of rural land circulation has also become the inevitable trend of the development of the social economy and the realistic requirement.This paper to speed up the land ownership policy and the process of land circulation background as a starting point, to the choice of farmers’ willingness of farmland transfer as starting point, through the Hubei Province land ownership pilot county, with county field survey data, using SPSS17.0 software to analyze the status of the study of local land ownership and land transfer, and emphatically discusses the influence mechanism of land ownership policy of rural residents’ willingness of farmland transfer. The main conclusions as follows:First, the farmers of the land ownership, cognition of contract rights and management rights is the cognitive powers of the fuzziness, but there are about three specific land ownership cognition, the actual situation, the land can almost three right,especially the ownership and management rights of the two farmers. Almost no change of ownership and cognition the cognitive expectations of land management rights and contract rights, most of the sample groups believed that the two are owned by peasants.But there are obvious differences on the cognition of land ownership: in the aspect of ownership of cognition, farmers tend to ownership of the " National theory"; but in expectations, most of the farmers in the psychological tendency to the land owned by individuals or private ownership of land.Second, land ownership with the county of Suizhou has been basically completed,and the formation of the famous "nine step method" in the province and even the national promotion. The farmers of the land ownership of the level of understanding of the overall low, specific ways but most of the farmers are able to know the local land ownership is the right to households, and land ownership is the right to do correctly. For farmers,understand the main channel of land ownership to the village collective meeting, radio and television. In the land ownership practice, most of the farmers are holding the hands of the right to land contractual management contract and certificate, not a certificate of land contract and management rights in the land ownership and contract because there is in the process of land disputes and historical contradictions. Even so, the farmers towards land ownership is inclined to support the attitude, and most of that land ownership of farmers’ benefits. And it is necessary.Third, rural land circulation showing a trend of diversification, the main flow channels is rental, followed by daigeng, and overall land transferred significantly better in the land transferred. Farmers choose the land transferred object, mainly land will be transferred to planting and large enterprises, and the majority of farmers are the relatives and neighbors into the land. Farmers land transferred out of the main reasons is farming money rarely, secondly is under the pressure of the collective; and transferred to the main reason is the want to expand the scale of increase in income.Fourth,The effects of the current land ownership policy of land circulation is showing the trend of uncertainty. Through the establishment of two yuan logistics regression model analysis showed that the intensity of land property rights, land ownership and land ownership is perceived practice has some impact on Farmers’ willingness of farmland transfer. The choice of land property intensity on Farmers’ willingness of land transfer it is showed a significant negative correlation, the farmers own their land is considered, which tends to the private ownership of land, the land transfer is suppressed; land ownership in the whole practice on Farmers’ willingness of farmland transfer choice is a two-way, namely the choice of farmers’ land circulation will the right to contract land contract is a significant positive relationship, and the land contract right of land transfer certificate selection will have obvious negative relationship;finally, the land ownership of farmers Perception on the willingness of farmland transfer is a significant positive correlation, farmers more is land ownership policy support, more willing to transfer land. Overall, land ownership is to promote the transfer of land by a factor required by other factors play a role.
