Research On Safety Risk Management System Of Chengdu Train Depot

Railway enterprise is a non-profit one run by the state, whose transportation safety is closely related to China’s economic development and social stability and also represents our government’s and communist party’s reputation. It has received great attention from the Central Party committee and the state council. Intensified reforms have been carried on and government has laid its hands off the railway department especially since the party’s 18th and as the department is one step closer to market economy, greater pressure and responsibility is being imposed upon transportation safety. The enterprise, as a result, to found a more reliable safety system, must meet the need of the new situation and rearrange its management work in the new period.Founded in June 1998, Chengdu train depot serves as the most important station for the utilization and examination, repair work of bullet and passenger trains. Recent years has witnessed long-term progress of the depot:general safety has been achieved and passengers’ life and properties have been protected. Due to the depot’s short history and a lack of management experience, however, many problems emerge such as employees’kind of the two violation, accidents among passenger trains ranked C or below, and train breakdowns. Misconceptions of employee management and defaults of the present systems are attributed to these problems. Railway department must reconsider and improve the applied security management mode to solve the security issues, in a changing external environment with increasing internal problems.In this paper, in-depth analyses on Chengdu train depot’s safety management experience and the main existing problems are made and on this basis, a security-risk-management-theory-based system is introduced. The prior goal of the enterprise to achieve safe and steady transportation can be realized by grasping the nature of the theory, by making clear how to apply the theory, and by attached measures to guarantee a thorough application of the theory.Full grasp of the changing internal and external environment underlies this set of security risk management plans. Not only can it help control security risk more efficiently, improve internal managing efficiency, lay a firm foundation in security management for the enterprise, but it provides a system for the enterprise, guaranteeing a long period of stability.
